Consider the following points when writing the disaster preparedness plan<br />
D.1 Principles of Emergency Preparedness<br />

Preparedness reduces unknowns. In the chaotic aftermath of a disaster; preparedness<br />

Preparedness is an education activity. The Plan is not the important outcome; it is the<br />
planning process itself and educational outreach to inform wider circles of stakeholders<br />
and the public at large.<br />
Preparedness evokes appropriate action. Although speed of response is important,<br />
the appropriateness of response is a more important goal that is achieved through<br />
preparedness.<br />
Resistance to emergency preparedness is a given. In most instances, preparedness<br />
<br />
and vision.<br />
Modest planning is a reasonable goal. A highly detailed local plan is not required<br />
and, in fact, can be counter productive. It is impossible to plan for every contingency;<br />
situations change and detailed plans become quickly out-of-date.<br />
Preparedness is a continuous process. Plans need to be kept up-to-date; tested over<br />
time, and revised when necessary.<br />

technological hazards confronting the community? If so, when was it last updated.<br />
What kind of information on hazards, exposure and vulnerability is available (maps, land<br />
use, population clusters; sensitive environmental features, and hazard prone areas)?<br />
Have historical data on past disasters or emergencies been collected and evaluated?<br />
<br />
determine the degree of vulnerability including gender aspects, and the level of exposure<br />
<br />
Is there a scenario analysis for different hazard and vulnerability factors?<br />
Has an evaluation been conducted in recent times on community awareness and local<br />
emergency management capabilities?<br />
