This committee also comprises permanent members from 8 government ministries,<br />
5 defense and protective services and other intellectual members appointed by the<br />
Royal Thai Cabinet from the city planning and disaster planning and management<br />
<br />
the policy framework for the development and implementation of the National<br />
<strong>Disaster</strong> Prevention and Mitigation Plan (NDPMP).<br />
The NDPMC overseas disaster prevention and management for the Kingdom and its<br />
76 provinces, as well as the operations of the Department of <strong>Disaster</strong> Prevention and<br />
Mitigation. Under the Act, each province, led by its provincial and district governors<br />
is required to develop and implement its local and district disaster prevention and<br />
management plan, co-opting the support and resources of other government and<br />
civil society groups as is necessary to give full effect to the plan.<br />
The Kingdom of Thailand, by virtue of its being a signatory to the ASEAN Agreement on<br />
<strong>Disaster</strong> <strong>Management</strong> and Emergency Response (July 26th 2005), can also access this<br />
regional mechanism for engaging external assistance during emergencies, from other<br />
nations and parties to this agreement. There are other specialized regional agencies such<br />
as the Asian <strong>Disaster</strong> Preparedness Center (ADPC) and the Asian <strong>Disaster</strong> Reduction<br />
Center (ADRC), which provide Thailand and other member states with assistance and<br />
support to reduce disaster occurrence and loss of life.<br />
