Na železničných nákladných vozňoch sa postupne objavuje nápis TEN-
RIV. Aký je význam tohto označenia?
Označenie vozňov nápisom RIV je takmer každému zamestnancovi
z technickej služby vozňovej známe, znamená schopnosť medzinárodnej
prepravy. Vozne označené TEN znamenali v zmysle TSI (technických
špecifikácií interoperability) prevádzka a TSI nákladné vozne,
že spĺňajú podmienky TSI a sú tak medzinárodne schopné prevádzky
- interoperabilné.
TSI však obsahovali chyby, resp. v prílohe JJ figurovali otvorené body,
preto bolo potrebné tieto chyby odstrániť. Na základe tejto skutočnosti
dňom 1. 7. 2009 vstúpila vo forme smernice 2009/107/EC do platnosti
zmena do TSI, ktorá rieši tieto chyby.
Smernice EÚ po vstupe do platnosti stanovujú prechodné obdobie určené
na aplikáciu smernice v každom členskom štáte, v tomto prípade
prechodné obdobie končí dňom 31.12. 2010. Keďže nápis TEN v prechodnom
období nie je možné použiť, nakoľko v prevádzke nebude
jasné, či vozeň spĺňa okrem TSI aj podmienky zo smernice 2009/107/
EC, vozne sa budú môcť v prechodnom období, tzn. od 1. 7. 2009
do 31.12. 2010 označovať nápisom TEN-RIV. To bude v prevádzke
znamenať plnú interoperabilitu, tak ako ju poznáme z čias RIV a teda
bezproblémové použitie v medzinárodnej preprave.
Nemecký dopravca DB Schenker prijíma opatrenie a vozne označené
výlučne nápisom TEN bude v spomínanom prechodnom období odmietať
prepravovať, resp. budú prepravované ako mimoriadne zásielky.
Takéto vozne budú musieť byť označené tak, ako je uvedené na obrázku,
teda TEN-RIV, alebo okrem nápisu TEN bude musieť byť uvedený aj
gabarit G1.
K používaniu novovyrobených vozňov je možné podotknúť, že vozne
skonštruované podľa TSI platných pred 1. 7. 2009, ktoré vstúpili
do platnosti s chybami, ku ktorým bola k 1. 7. 2009 vydaná zmena, nie
sú do 31. 12. 2010 z vyššieuvedeného dôvodu medzinárodne schopné
prevádzky a to napriek tomu, že konštrukčne naozaj môžu byť plne
interoperabilné. Táto chyba sa vyriešila nápisom TEN-RIV, samostatný
nápis TEN vyjadrujúci schopnosť interoperability bude opäť aktuálny
od 1. 1. 2011. Je to paradox, ale z bezpečnostných dôvodov je možné
iba takéto riešenie. Vozne s označením iba RIV sú naďalej uznávané
ako interoperabilné.
Od 1. 7. 2009 do 31. 12. 2010 sme sa tak na železnici v prevádzke
dostali do prechodného obdobia, v ktorom môžu jednotlivé ŽP prijímať
svoje vlastné opatrenia na prevádzkovanie vozňov skonštruovaných
podľa TSI. Označenie „TEN-RIV“ bolo zmenou č. 1 zapracované aj
do prílohy 11 AVV, ktorá upresňuje, že nápis TEN môže byť pridružený
k nápisu RIV.

The lettering TEN-RIV has been gradually appearing on rail freight
wagons. What is the meaning of this lettering?
Labelling the wagons with letters RIV is known to almost every staff
member of the wagon technical services and it means the ability of
international transportation. Wagons labelled with TEN meant, in
accordance with TSI (Technical specifications of interoperability)
operation and TSI freight wagons, that they meet the TSI conditions and
therefore, they are operable internationally - interoperable.
TSI, however, contained mistakes and the Annex JJ contained several
open issues, so it was necessary to eliminate these mistakes. Based on
this fact, the Directive 2009/107/EC came into force on 1 July 2009.
This directive resulted in a revision of TSI and eliminated the mistakes.
V prechodnom období od 1. 7. 2009 do konca roka 2010 sa budú môcť
vozne označovať nápisom TEN-RIV, čo bude v prevádzke znamenať plnú
interoperabilitu a teda bezproblémové použitie v medzinárodnej preprave.
In the transitional period, from 1 July 2009 to the end of 2010, it is allowed to
label the wagons with lettering TEN-RIV, which will mean a full interoperability
in the operation and thus smooth use in international transportation.
Nápis TEN-RIV na vozňoch a v prílohe
11 AVV New lettering TEN-RIV on wagons and in Annex 11 of AVV
EU Directives, after they have entered into force, set a transitional period
for application of the Directive in each Member State; in this case the
transitional period shall finish on 31 December 2010. The lettering TEN
cannot be used in transitional period, because it would not be clear in
the operations whether, along with TSI terms, also the terms from the
directive 2009/107/EC have been complied with. Therefore it will be
allowed to label the wagons with lettering TEN-RIV in the transitional
period, i.e. from 1 July 2009 to 31 December 2010. In operations, this
will mean a full interoperability as we know it from the times of RIV and
thus smooth use in the international transport.
German carrier DB Schenker is taking measures and will refuse to
transport the wagons labelled with lettering TEN only, or these wagons
will be transported as special consignments, within the abovementioned
transitional period. Such wagons will therefore have to be
labelled as it is specified in the figure, with lettering TEN-RIV, or the
wagon will have to be labelled not only with the lettering TEN, but also
with a G1 gabarit.
As far as newly manufactured wagons, it can be pointed out that
wagons manufactured according to TSI, valid prior to 1 July 2009,
which had entered into force with mistakes and which were revised as
to 1 July 2009, are, due to the reason stated above not internationally
operable by 31 December 2010, and this despite the fact that from the
standpoint of construction they can be fully interoperable. This issue
has been resolved by use of lettering TEN-RIV; individual lettering TEN,
expressing interoperability will be valid again from 1 January 2011.
It’s a paradox, but due to safety reasons, only this solution is possible.
Wagons with lettering RIV only shall remain recognized as being
interoperable.
In railways, from 1 July 2009 to 31 December 2010, we have got into
a transitional period in operations. In this period, individual railway
undertakings will take their own measures for operation of wagons,
manufactured according to TSI. The revision No.1 of lettering “TEN-RIV”
has been incorporated into Annex 11 of AVV, which specifies in detail
that the lettering TEN can be added to the lettering RIV.
