UNDERSTANDING NEW YORK STATE<br />

LAWS & RECOMMENDATIONS<br />

New York State law now requires that any child less than 8 years<br />

of age, less than 4 feet 9 inches tall must be in a child restraint<br />

system appropriate for his/her height/weight.<br />

It is recommended that a child less than 40 lbs. use a 5-point<br />

harness whereas those weighing more than 40 lbs. could use a booster<br />

seat using only the seat belt to secure them.<br />

Palmesano Speaks With Students At 4-H<br />

Legislative Breakfast<br />

Assemblyman Phil Palmesano (R,C,I-Corning) attended the 4-H Capital<br />

Days Legislative Breakfast in Albany. 4-H is a volunteer-driven organization<br />

that supports young people from elementary school through high school with<br />

leadership opportunities and hands-on learning activities. At the breakfast,<br />

Palmesano spoke with Joel Rosko from Campbell-Savona High School, who<br />

is a 4-H participant, and his mother Regina.<br />

“The 4-H organization has been a great asset to the development of young<br />

people throughout the Southern Tier and Finger Lakes,” said Palmesano. “The<br />

opportunity for students to engage in special projects, events and different<br />

forms of learning helps them grow into thoughtful and thriving adults. I hope<br />

4-H continues its success in creating accomplished young people.”<br />

In response to Carla<br />

Barney’s letter to the<br />

editor, all I have to<br />

say is people that<br />

live in glass houses<br />

shouldn’t throw<br />

stones. Example<br />

one, in July 2011 Dan<br />

Barney signed under<br />

purgery that he witnessed<br />

the signatures<br />

on William Reagan’s<br />

petition for Rathbone<br />

town supervisor. As<br />

this was proven to<br />

be false, Mr. Barney<br />

in fact did not witness<br />

Mr. Reagans<br />

petition. Therefore,<br />

Mr. Reagans petition<br />

was thrown out by<br />

the Steuben County<br />

board of elections.<br />

In regards to ethics,<br />

Mr. Barney for the<br />

last several months<br />

has stored his own<br />

personal motorcycle<br />

in the Rathbone town<br />

highway barn. If you<br />

review NY State Town<br />

Law, you will find it<br />

to be illegal for the<br />

private use of town<br />

property and equipment<br />

by any individual<br />

including Mr. Barney.<br />

Should we now<br />

contact the Steuben<br />

County DA Offi ce or<br />

beter yet the NY Attorney<br />

General’s Offi<br />

ce to get their legal<br />

opinion?<br />

In regards to the<br />

advice that we received<br />

from the Steuben<br />

County Board<br />

of Elections we preceded<br />

as we were<br />

led to believe was<br />

the correct avenue.<br />

Nine months later,<br />

after the NY State Police<br />

determined there<br />

was no forgery on any<br />

part of the candidates’<br />

they expanded their<br />

investigation to election<br />

law. This is when<br />

the board of elections<br />

personnel denied that<br />

they told us what they<br />

had previously said in<br />

regards to checking<br />

box 1A.<br />
