UNDERSTANDING NEW YORK STATE
LAWS & RECOMMENDATIONS
New York State law now requires that any child less than 8 years
of age, less than 4 feet 9 inches tall must be in a child restraint
system appropriate for his/her height/weight.
It is recommended that a child less than 40 lbs. use a 5-point
harness whereas those weighing more than 40 lbs. could use a booster
seat using only the seat belt to secure them.

Palmesano Speaks With Students At 4-H
Legislative Breakfast
Assemblyman Phil Palmesano (R,C,I-Corning) attended the 4-H Capital
Days Legislative Breakfast in Albany. 4-H is a volunteer-driven organization
that supports young people from elementary school through high school with
leadership opportunities and hands-on learning activities. At the breakfast,
Palmesano spoke with Joel Rosko from Campbell-Savona High School, who
is a 4-H participant, and his mother Regina.
“The 4-H organization has been a great asset to the development of young
people throughout the Southern Tier and Finger Lakes,” said Palmesano. “The
opportunity for students to engage in special projects, events and different
forms of learning helps them grow into thoughtful and thriving adults. I hope
4-H continues its success in creating accomplished young people.”

In response to Carla
Barney’s letter to the
editor, all I have to
say is people that
live in glass houses
shouldn’t throw
stones. Example
one, in July 2011 Dan
Barney signed under
purgery that he witnessed
the signatures
on William Reagan’s
petition for Rathbone
town supervisor. As
this was proven to
be false, Mr. Barney
in fact did not witness
Mr. Reagans
petition. Therefore,
Mr. Reagans petition
was thrown out by
the Steuben County
board of elections.
In regards to ethics,
Mr. Barney for the
last several months
has stored his own
personal motorcycle
in the Rathbone town
highway barn. If you
review NY State Town
Law, you will find it
to be illegal for the
private use of town
property and equipment
by any individual
including Mr. Barney.
Should we now
contact the Steuben
County DA Offi ce or
beter yet the NY Attorney
General’s Offi
ce to get their legal
opinion?
In regards to the
advice that we received
from the Steuben
County Board
of Elections we preceded
as we were
led to believe was
the correct avenue.
Nine months later,
after the NY State Police
determined there
was no forgery on any
part of the candidates’
they expanded their
investigation to election
law. This is when
the board of elections
personnel denied that
they told us what they
had previously said in
regards to checking
box 1A.
