studied and some special measures will have to be taken
for them. This is discussed later;
Swa-Shakti is a unique project which aims at
empowerment of women through every possible means.
There is no comparable project any where in the world.
Its identity will have to be established so that
implementers from other countries come to learn
from us;
Special efforts will have to be made to tackle the problems
of disadvantaged women like those who are the poorest,
who are facing natural calamity, who are abused or who
are very shy;
Some model SHGs will have to be created which can
become role models for other SHGs from the area. The
Project will encourage more expenditure and better
quality training to the model SHGs; and
The Project will end in May 2004. We have to start
implementing the withdrawal strategy now so that the
SHGs keep on functioning without any outside help
after May 2004. This strategy is described in a
subsequent chapter.
Services that could be extended to non-Swa-Shakti
groups
It is possible that some other initiatives of the Government
and NGO sectors will already have a presence in the
villages adopted for this project. Although some of these
groups may provide considerable vision and clarity to our
groups, it is also likely that they may lack inputs like
training, fund management skills, etc., that could
cause quality-related problems to the Swa-Shakti Project
groups also.
In this situation, our Project could provide the following
services:

Encourage participation of non-project SHGs in theme
camps;
Provide them informal training in record keeping,
procedures and the role of leaders;
