SWA-SHAKTI Developing a work plan for tribal areas The Project’s strategy in tribal areas must concentrate its efforts to identify the approaches necessary to achieve empowerment within existing tribal cultures and traditions. Visits to tribal women’s groups have drawn attention to the fact that, despite a subsistence-oriented culture, their need for credit is as great as that of any other nontribal group. NGO experience has also shown that, contrary to belief, the concept of savings to serve in times of need is, in fact, well understood by tribal women. The following guidelines could be useful when working with tribal women: While initiating savings and credit as an entry-point activity, efforts should be made to understand existing customs and traditions (grain banks have been a part of savings in some places) in making savings, if any. In certain places, it is possible that an entry-point activity other than savings and credit may be found more useful in forming groups. For example, issues such as trouble in collecting minor forest produce or alcoholism (common even amongst the women) may serve as a good rallying point. On occasion, this may also hold good in nontribal areas. Initiatives should be taken to weave some traditional aspects of the tribal communities into the processes of awareness raising and environment-building. For example, in Madhya Pradesh, one NGO has developed tribal story telling forms, like the Ram Satta and Chutkura, into an effective instrument to talk about women’s issues and the importance of the Swa-Shakti Project. The field worker, CO and the TC should identify and incorporate these art forms, especially in planning environment-building exercises.
