12. Romania<br />

12.1. General information<br />

Romania is a southeast European country with about 22.3 million inhabitants<br />

(Pop2002). Gross expenditure on R&D (GERD) was 0.37% in 2000, which has<br />

decreased from 0.80% in 1998 (Statistic2003). Responsible for Research is the<br />

ministry of Education and Research. The government programme 2001-2004 sets<br />

out a strategy including for Scientific Research. They intend to develop a National<br />

Research and Development System. This system includes defining the strategic<br />

fields and priority funding, diversifying funding sources and evaluation of results. The<br />

system will be adapted to integration in the European Research Area. Labs will be<br />

equipped with ICT, and the government facilitates co-operation projects and centres of<br />

excellence for international collaborations as well as regional and national<br />

industrial development. (Government programme, 2001) This strategy development is<br />

well underway, and explicitly includes nanotechnology.<br />

The IMT Research Institute in Bucharest is the nucleus for the nanotechnology<br />

networks and programmes in the country. It also acts as a “bridgehead” to integrate<br />

Romanian nanotechnology research into the European Research Area ERA.<br />
