government, county government and special<br />

districts are performed by schools. This is inefficient<br />

and costly.<br />

The state should provide incentives to<br />

encourage school district consolidation on a<br />

county or even multi-county basis (see Goal<br />

#5). This consolidation <strong>of</strong> administrative functions<br />

fits with the recommendation<br />

that local<br />

schools will have greater<br />

freedom to manage their<br />

site, requiring less oversight.<br />

The Cooperative<br />

Educational Service<br />

Agency (CESA) system<br />

can help achieve greater cooperation between<br />

remaining districts, between K-12 districts and<br />

technical colleges, and between educational<br />

government and general purpose government.<br />

Guidance might be sought from the government<br />

efficiency brokering function (see Goal #5). The<br />

Legislature should review the CESA’s results at<br />

an appropriate point to determine their effectiveness.<br />

ELECT TECHNICAL COLLEGE BOARDS<br />

The existing approach to appointing local<br />

technical college boards is complicated by<br />

a variety <strong>of</strong> difficulties. In addition, the technical<br />

college districts, because they are taxing<br />

units, should be accountable to taxpayers. Regional<br />

technical college<br />

boards should be<br />

elected, not appointed,<br />

but care<br />

should be taken to ensure<br />

that various diverse<br />

communities<br />

have representation.<br />

Therefore, not all <strong>of</strong><br />

the positions on the board should be at-large.<br />

In addition, technical college districts<br />

should combine similar administrative functions<br />

with other districts or units <strong>of</strong> government.<br />

Functions to consolidate include, but are<br />

not limited to personnel, legal, procurement<br />

and data processing. Several examples <strong>of</strong> combined<br />

services already exist.<br />
