Consolidate functions where possible. Consolidate<br />
like functions, including business<br />
regulation and consumer protection.<br />
Consolidate employment and training programs.<br />
To better deliver a variety <strong>of</strong> job training<br />
programs and transition to work programs,<br />
consolidate all such programs in DILHR.<br />
Rename a Department <strong>of</strong> Licensing. To reflect<br />
its duties, rename the Deptartment <strong>of</strong><br />
Regulation and Licensing to the Department<br />
<strong>of</strong> Licensing.<br />
Transfer responsibility for serious juvenile <strong>of</strong>fenders<br />
to the Department <strong>of</strong> Corrections. To<br />
reflect the serious nature <strong>of</strong> some juvenile<br />
crimes, transfer management responsibility for<br />
youths adjudicated delinquent by the courts<br />
from the Department <strong>of</strong> Health and Social Services<br />
to the Department <strong>of</strong> Corrections.<br />
Study consolidation <strong>of</strong> parks and tourism<br />
functions. To discover more opportunity for<br />
cooperation, study the consolidation <strong>of</strong> parks,<br />
tourism, arts and historic sites into one state<br />
function.<br />
Consolidate collections in the Department <strong>of</strong><br />
Revenue. To take advantage <strong>of</strong> technological<br />
efficiency and enhanced collection opportunities,<br />
consolidate collections from all agencies<br />
in the state’s “electronic banker,” the Department<br />
<strong>of</strong> Revenue.<br />
Eliminate the <strong>Public</strong> <strong>La</strong>nds Commission. To<br />
streamline government, eliminate the <strong>Public</strong><br />
<strong>La</strong>nds Commission and transfer functions to<br />
the Justice Department.<br />
Accelerate and privatize some delinquent<br />
payment collection. To accelerate revenue collection,<br />
privatize, where appropriate, the collection<br />
<strong>of</strong> tax and other delinquent accounts<br />
and provide enabling legislation to permit all<br />
tax collecting units <strong>of</strong> government to sell unpaid<br />
taxes to the private sector.<br />
Study consolidation <strong>of</strong> all state lending in<br />
WHEDA. To consolidate like functions, the<br />
consolidation <strong>of</strong> all state lending in the Wisconsin<br />
Housing and Economic Development<br />
Authority should be studied. The consolidation<br />
might be organizational, with WHEDA<br />
in charge; or WHEDA might provide a lending<br />
service to agencies.<br />

Sell state facilities. To generate general fund<br />
revenue, the state should investigate selling<br />
GEF 1 to the federal government, Hill Farms<br />
to the (segregated funded) Department <strong>of</strong><br />
Transportation and the Thornton Avenue warehouse<br />
to the City <strong>of</strong> Madison.<br />

Establish cabinet agencies. To improve government<br />
accountability and integrated agency<br />
planning, place the Department <strong>of</strong> Natural<br />
Resources, the Department <strong>of</strong> Agriculture,<br />
Trade and Consumer Protection and the Department<br />
<strong>of</strong> Veterans <strong>Affairs</strong> in the Executive<br />
Cabinet. Secretaries should be appointed by<br />
the Governor, providing for strong advisory<br />
board roles in rule making and other matters<br />
in each agency.<br />
GOAL #19: FEDERAL RELATIONS<br />
19.1<br />
Enhance state government’s federal watch. To<br />
properly take advantage <strong>of</strong> anticipated delegation,<br />
significantly enhance the federal liaison<br />
function. This increased attention will be an<br />
outcome-driven, results-oriented approach to<br />
applying federal resources in Wisconsin. The<br />
function also should look at how Wisconsin<br />
will cope in a changing economic and political<br />
world.<br />
19.2<br />
Secure federal revenue with coordination and<br />
determination. To improve Wisconsin’s ranking<br />
for per capita federal expenditures, consolidate<br />
and strengthen and elevate the process<br />
<strong>of</strong> making decisions on seeking federal<br />
funds.<br />
19.3<br />
Seek federal mandate relief. To accommodate<br />
the state’s move toward locally sensitive priorities<br />
and results-oriented strategies, aggressively<br />
seek relief from proscriptive federal<br />
mandates and programs.<br />
