6 Province of Sindh – Profile and Overview 6.1 Province Profile Sindh is the third largest province in terms of area with its capital in Karachi, the most populous metropolis of the country and Pakistan’s commercial hub. The Province of Sindh forms the lower Indus basin and lies between 23°35’ to 28°30’ north latitude and 66°42’ to 71°1’ east longitude. It is about 579 kms in length from north to south and nearly 442 kms in its extreme breadth (281 kms average). In terms of area, the province is 140,915 square kms, almost equal to England and Bangladesh. Geographically speaking the word "Sindh" denotes the lower half of the Indus Valley from Bhakkar down to the sea and from the Keerthar in the west to the desert of Thar in the east. The province is bounded on the north by Baluchistan and the Punjab, on the east by Rajisthan (India), on the south by the Runn of Kutch and the Arabian Sea and on the West by Lasbela and Kalat districts of the province of Baluchistan. At the time of independence from the British occupation in August 1947, the population of Sindh was estimated at 5.5 million. Today, after the passage of over sixty years, population of the province stands around 40 million as per the Sindh Government website, half of whom now live in urban centres like Karachi, Hyderabad, Sukkur, Mirpurkhas, Tando Adam, Nawabshah, Larkana, Shikarpur, Khairpur, Badin and other smaller towns. Sindh is primarily an agrarian province and nearly one third (944 km) of its 2,880 km length traverses the province. The climate of Sindh ranks among the hottest and is most variable. The average temperature of the summer months is 35°C and winter months are 16°C. But the mercury frequently rises in summers to 45°C and occasionally to 50°C. The northern parts of Sindh are marked by extreme temperatures. Jacobabad recorded its highest temperature, i.e. 52°C, in June 1919. Cotton, rice, wheat and sugarcane are the main crops produced in Sindh. Rice is by far the most important crop cultivated. It is the only crop that can be grown in the annually inundated lands within the delta of the Indus and a larger quantity and much finer quality is produced in the Larkana district. Rice cultivation is also done in Jacobabad, Sukkur, Badin, Thatta and Dadu, whereas cotton is produced mainly in Sanghar, Nawabshah, and Hyderabad. Sugarcane is another important crop which is chiefly grown in the Ghulam Mohammad Barrage zone in South. Sindh is also renowned for its quality fruits, such as bananas and mangoes.The waters on the coast of Sindh are rich with seafood and are considered to be some of the best fishing spots in the world. Surmai, pomphret, lobsters, shrimps and sharks are some notable species of sea water. Whereas dolphins, crocodiles and Pallas exist in plenty in the sweet waters of the Indus, Manchar, Keenjhar, Haleji and other lakes. The province of Sindh has traditionally been rich in wildlife heritage. Keerthar National Park, about 70 kms North West of Karachi, is enlisted as a world heritage site and wildlife protected area. Keenjhar Lake, Gorakh Hills, Haleji Lake and Thar area are also of paramount importance and hold a vast potential for tourism. Though chiefly an agricultural and pastoral province, Sindh has a reputation for textiles, pottery, leatherwork, carpets etc. The craftsmanship of the people of Sindh began during the 28 Keenjhar Lake Resort Project - Project Information Memorandum
period of Mohenjo-Daro civilization. Their polished ornaments and articles of apparel made out of muslin and wooden lacquer work have won praise within and outside the country. 6.2 Regional Connectivity Road At the time of independence, Sindh inherited only about 1,039kms of blacktopped roads, mostly 9 ft. to 12 ft. in width. The only major road at that time was the National Highway running from Karachi to Reti, bordering on Punjab, and having a length of 664kms. Today the total road network in Sindh, including federal roads, approximates to 36,500kms in length. According to a survey conducted by Road Management Unit in year 2000-01, about 70% of the road network was in poor condition and required reconstruction / rehabilitation. Taking cognizance of the situation the province is now allocating Maintenance and Replacement (the “M&R”) funds at an annual growth of 20% over the previous year allocations. This is a welcome change and 70% of the M&R funds are utilized on the basis of prioritizedroads and 30% on emergency road-works. The Asian Development Bank (the “ADB”) and Organization of the Petroleum Exporting Companies (the “OPEC”) funded PKR 14.4 billion Sindh Road Sector Development Project and it includes 3 provincial highways covering 164 kms and Rural Access Roads of 1,200 kms. Details of the project are given in the table above. Furthermore, the Hyderabad- Mirpurkhas and the Hyderabad-Badin road covering approx 165km are currently being constructed under a PPP structure. The image below depicts the road network in the immediate vicinity of Keenjhar Lake. As is apparent, the National highway (NH) passes closest to Keenjhar while a cluster of secondary and access roads in the Thatta district connect to the National Highway, increasing ease of transport for the people of Karachi and Thatta districts.
