8.3 Project Objectives The overriding objective of this Project is to create a word class eco-friendly tourist destination that would provide high quality recreational amenities and would support the infrastructure within a secure and wholesome environment and thus, encourage long term lodging on the site. It is also intended to develop infrastructure to facilitate commuting to the lake. However, the Project objectives can be summarized as follows: Promotion of Tourism in Sindh: Seek to create a world class eco-friendly tourist destination in Sindh. The Project shall aim to provide a destination for the people of the province with entertainment as well as recreational avenues and a place where people can spend quality time with their families. Tourism Facilities for the people of Sindh: Provide the people of the province with a resort destination within driving distance from their homes. Environmental Preservation: Incorporate a development, operations and maintenance framework that minimizes any adverse impact on the existing environment and seeks to reverse some of the effects of degradation caused by unplanned development and exploitation of the Lake’s surrounding areas. The Project in itself shall provide for environmental regeneration opportunities to mitigate the adverse impact previously caused by the uncontrolled exploitation of the Lake. Social Uplift: Use the Project as an economic stimulus for the surrounding area and create employment opportunities for people locally and around the province. The Project would provide employment opportunities mainly to the local population (where locals currently live under extreme poverty conditions) and will in turn would help in uplifting the lake surroundings. Private sector Investment: Search for ways to encourage private sector investment in the Project infrastructure; and Financial Viability: Make the Project financially viable for development under the PPP model in order to attract private sector investment in the ID of this Project. 8.4 Operating Model The following were considered to be the key objectives when establishing the framework for development of the PPP transaction structure for this Project, ► ► ► ► ► Clear output requirements of a mix of commercially viable products Clear identification of responsibilities of parties Attractive project returns for private sector to solicit interests in the Project Provide investors flexibility for value enhancement and facilitate fund raising Structured mechanisms for Project monitoring and clear mechanisms for dispute resolution and settlement Government’s role: The GoS’s role in the development would be that of a Project facilitator as well as of a regulator. It would provide required assistance to the private partner in implementing the Project and provide necessary support to develop the infrastructure and access to the Project site. As a regulator and business partner, it would seek to ensure that the Project is being developed and maintained as per the specifications agreed and that the objectives behind the development are achieved in the time frame agreed. Private sector’s role: The private sector’s role would be to ensure that the Project is developed in the most efficient manner. This would include: ► ► Compliance with development standards and operating and maintenance timelines agreed for the Project development Marketing and sales strategy in the development stage to ensure external financing requirements do not exceed the optimal capital structure agreed. 38 Keenjhar Lake Resort Project - Project Information Memorandum
