4. REVIEW OF METROPOLITAN ENVIRONMENTAL COAL PROJECT INDEPENDENT ENVIRONMENTAL MANAGEMENT<br />

AUDIT<br />

Environmental management of the <strong>Metropolitan</strong> <strong>Coal</strong> operations occurs in accordance with the<br />

various approved management plans and programs required under the <strong>Project</strong> Approval. A summary<br />

of the status of the various plans and programs is provided below in relation the requirement of<br />

<strong>Project</strong> Approval Schedule 7 condition 8(c) and (d).<br />

4.1 Environmental Management Strategy<br />

The Environmental Management Strategy prepared by <strong>Metropolitan</strong> <strong>Coal</strong> addresses the requirements<br />

of <strong>Project</strong> Approval Schedule 5 condition 1 and is strengthened by the certified EMS that is<br />

implemented for the project. The <strong>Metropolitan</strong> operations are conducted in accordance with the<br />

certified EMS and approved Environmental Management Strategy that address the elements of ISO<br />

14001 with:<br />

an overall framework for environmental management of the <strong>Metropolitan</strong> project activities;<br />

identification of key environmental aspects addressed in the EMS and supporting plans and<br />

procedures;<br />

a framework for review of the EMS and plans for continual improvement; and<br />

process for reviewing the implementing of the EMS and corrective action If required.<br />

Conclusion: The Environmental Management Strategy provides a sound basis for the management<br />

of environmental aspects of the <strong>Metropolitan</strong> <strong>Coal</strong> <strong>Project</strong> activities and operations.<br />

4.2 Air Quality<br />

[<strong>Project</strong> Approval Schedule 4 Conditions 5 to 13]<br />

4.2.1 Air Quality and Greenhouse Management Plan<br />

[<strong>Project</strong> Approval Schedule 4 condition 13]<br />

An Air Quality and Greenhouse Gas Management Plan was prepared to satisfy <strong>Project</strong> Approval<br />

Schedule 4 condition 13 and was approved by DP&I on 14 April 2011.<br />

4.2.2 Dust Management and Mitigation Measures<br />

Measures implemented on the <strong>Metropolitan</strong> <strong>Coal</strong> surface infrastructure area to minimise dust<br />

emissions have included:<br />

Enclosing conveyor systems;<br />

Operation of water sprays on conveyors, transfer points and stockpile areas;<br />

Watering of haulage roads and stockpile areas with a water truck when required;<br />

Progressive sealing of car parks and yard areas, and concreting works adjacent to the coal<br />

washery facility for dust suppression;<br />

Use of chemical dust suppressant on unsealed haul roads; and<br />

Establishment of native plants on exposed areas to stabilise soils.<br />

Mitigation measures implemented to minimise dust emissions associated with off-site coal and coal<br />

reject haulage include:<br />

Automatic or manual covers fitted to all coal haulage trucks;<br />

Checks performed prior to trucks leaving the <strong>Metropolitan</strong> site to ensure haulage truck covers<br />

are being used appropriately;<br />
