As adopted by <strong>Council</strong> on 28 February <strong>2013</strong><br />

Within the general parameter of cost effectiveness, the <strong>Coffs</strong> <strong>Harbour</strong> <strong>City</strong> <strong>Council</strong> is<br />

committed to enhancing:<br />

<br />

opportunities for the community as creators, students or audience members;<br />

the attractiveness of the region as a destination for prospective residents, in<br />

particular for highly skilled people;<br />

<br />

<br />

<br />

the attractiveness of the region as a destination for tourists;<br />

appreciation of the natural beauty of the region and the visual amenity of the built<br />

environment;<br />

appreciation and understanding of the diverse cultural heritage of the people of the<br />

region;<br />

understanding of and pride in regional Aboriginal culture and heritage;<br />

the growth of the local economy through increased development of creative<br />

industries;<br />

<br />

<br />

opportunities for skills development or engagement in education, in particular those<br />

relevant to the arts and creative businesses;<br />

opportunities, services or facilities for children or young people; and/or<br />

opportunities, services or facilities for seniors and people with disabilities.<br />

Those projects or programs which will cost-effectively meet at least two, but usually several<br />

of these criteria, have been further researched and shaped and are at the end of each<br />

relevant section of the <strong>Plan</strong>. Section 14 Strategies - New, changed or expanded programs<br />

and projects - brings all these projects and programs together. While they can be achieved<br />

in the three year period <strong>2013</strong>-<strong>2016</strong>, all are also building blocks for the outcomes of the 2030<br />

<strong>Plan</strong>.<br />

<strong>Council</strong>’s role in achieving the outcomes of the 2030 <strong>Plan</strong> are either as provider, facilitator or<br />

advocate and <strong>Council</strong>’s role for each project or program in this <strong>Plan</strong> is identified in the same<br />

terms.<br />
