1. Photo <strong>Electoral</strong> Rolls<br />

CHAPTER IV<br />

PHOTO ELECTORAL ROLLS<br />

1.1. Photo Elctoral Rolls (PER) are available in all States and Union Territories<br />

now. This has been done with a view <strong>of</strong> prevent impersonation on the day <strong>of</strong><br />

poll.<br />

1.2. The Photo <strong>Electoral</strong> Roll contains the photographs <strong>of</strong> the electors in addition<br />

to all the in<strong>for</strong>mation presently incorporated in the existing rolls as per sample<br />

<strong>for</strong>mat. This simplifies the process <strong>of</strong> verification <strong>of</strong> elector’s identity at the<br />

polling station on the day <strong>of</strong> poll. A sample <strong>of</strong> the Photo <strong>Electoral</strong> Roll apart<br />

from the Title page, Part Header, etc., is annexed at ANNEXTURE XVIII.<br />

1.3. As per the directions <strong>of</strong> the Commission The EPIC is used <strong>for</strong> identification <strong>of</strong><br />

electors at the polling stations. However, if the photograph <strong>of</strong> the elector is<br />

available in the electoral roll, he/she can be identified by means <strong>of</strong> the<br />

photographs on the electoral rolls In the case <strong>of</strong> those electors, whose<br />

identity cannot be established even by means <strong>of</strong> the photograph in the<br />

electoral rolls or whose photograph is not available in the electoral roll, the<br />

identity shall be established by means <strong>of</strong> any <strong>of</strong> the alternative documents<br />

prescribed by the Commission. Separate order <strong>for</strong> this purpose will be<br />

issued by the Commission <strong>for</strong> each election.<br />

1.4. In so far as the production <strong>of</strong> EPIC <strong>for</strong> verification <strong>of</strong> the elector’s identity is<br />

concerned, it may be clarified that If an elector produces an electors photo<br />

identity card, which has been issued by the <strong>Electoral</strong> Registration <strong>Officer</strong> <strong>of</strong><br />

another assembly constituency, such card shall also be taken into account<br />

provided the name <strong>of</strong> that elector finds place in the electoral roll pertaining to<br />

the polling station where the elector has turned up <strong>for</strong> voting. But in such<br />

cases, it should be ensured that the elector does not vote at more than<br />

one place by thoroughly checking the left hand <strong>for</strong>efinger <strong>of</strong> the elector to see<br />

that there is no indelible ink mark thereon, and by applying the indelible ink on<br />

the left <strong>for</strong>efinger properly while allowing him to vote.
