time he leaves the polling station. For this purpose, only after the mark <strong>of</strong><br />

indelible ink is applied, signature/thumb impression may be obtained in the<br />

register <strong>of</strong> voters. It should be ensured that the indelible ink mark has dried<br />

up be<strong>for</strong>e the voter leaves the polling station.<br />

4. Third Polling <strong>Officer</strong><br />

4.1 The third Polling <strong>Officer</strong> will be in-charge <strong>of</strong> the control unit <strong>of</strong> the voting<br />

machine. He will be seated on the same table where the Second Polling<br />

<strong>Officer</strong> sits. The third Polling <strong>Officer</strong> will allow the elector to proceed to the<br />

voting compartment only on the basis <strong>of</strong> the voter's slip issued by the second<br />

Polling <strong>Officer</strong> and strictly in accordance with the serial number indicated in<br />

that slip. He will activate the Ballot Unit(s) kept in the voting compartment by<br />

pressing the 'Ballot' button on the control unit as explained in detail in Chapter<br />

XX. Be<strong>for</strong>e allowing the elector to proceed to the voting compartment, he will<br />

also check and ensure that the elector's left hand <strong>for</strong>efinger still bears a clear<br />

indelible ink mark. (If the indelible ink mark is found removed, the mark may<br />

again be made on the <strong>for</strong>efinger).<br />

4.2 Where the number <strong>of</strong> electors assigned to a polling station is small, the duties<br />

<strong>of</strong> the third Polling <strong>Officer</strong> can be per<strong>for</strong>med by the Presiding <strong>Officer</strong> himself,<br />

thus making a further economy in the <strong>for</strong>mation <strong>of</strong> Polling Parties.<br />

Duties <strong>of</strong> Polling <strong>Officer</strong>s at simultaneous election when the polling party<br />

consists <strong>of</strong> one Presiding <strong>Officer</strong> and five Polling <strong>Officer</strong>s.<br />

First Polling <strong>Officer</strong><br />

He will be identifying the electors and will be in-charge <strong>of</strong> marked copy <strong>of</strong> the<br />

electoral roll.<br />

Second Polling <strong>Officer</strong><br />

He will be in-charge <strong>of</strong> the indelible ink and voters register.<br />

Third Polling <strong>Officer</strong><br />

He will be in-charge <strong>of</strong> the voter’s slip.<br />

Fourth Polling <strong>Officer</strong><br />

He will be in-charge <strong>of</strong> the control unit <strong>for</strong> Lok Sabha election.<br />

Fifth Polling <strong>Officer</strong><br />

He will be in-charge <strong>of</strong> the control unit <strong>for</strong> State assembly election.<br />

IMPORTANT DUTIES OF 4 th & 5 th POLLING OFFICERS<br />

It may appear that the 4 th and 5 th Polling <strong>Officer</strong>s have been given a very easy<br />

job. On the contrary, the success <strong>of</strong> simultaneous election depends on their<br />

alertness. Their job is not only to simply press the 'Ballot' button to activate the voting<br />

machine, but they have also to ensure that each elector votes in his/her turn<br />

exactly in the same serial order as has been given in the voters slip. They have also<br />

to keep a constant watch to ensure that when they direct any elector to go and vote,<br />

the elector goes into the correct voting compartment and votes accordingly. Due to<br />

ignorance or otherwise, if any elector seems to be not sure as to where to go and<br />

what to do after he has been allowed to vote, it is the duty <strong>of</strong> these two Polling
