Each polling station will be supplied with four (4) strip seals like green<br />

paper seals.<br />

You shall account <strong>for</strong> each strip seal supplied to the polling station <strong>for</strong><br />

the conduct <strong>of</strong> poll in the Presiding <strong>Officer</strong>s’ Diary.<br />

You should return every strip seal that has not ben used [including the<br />

strips (or pieces there<strong>of</strong>) damaged accidentally] to the Returning<br />

<strong>Officer</strong>, who will be held responsible if any strip seal is found in the<br />

hands <strong>of</strong> any unauthorized person at any time.<br />

The <strong>Chief</strong> <strong>Electoral</strong> <strong>Officer</strong> and the District Election <strong>Officer</strong>s shall keep<br />

a record <strong>of</strong> the serial numbers <strong>of</strong> the strip seals supplied to each<br />

Returning <strong>Officer</strong>. Similarly, each Returning <strong>Officer</strong> shall keep a record<br />

<strong>of</strong> the strip seals supplied to each polling station.<br />

(viii) Commission will issue samples <strong>of</strong> strip seals to your State <strong>for</strong> the<br />

purpose <strong>of</strong> demonstration as well as training. These sample strips<br />

seals also shall be kept in safe custody. After using the strip seals <strong>for</strong><br />

training or demonstration, as the case may be, the used strips should<br />

be destroyed by shredding them.<br />

10. Voting machine ready <strong>for</strong> actual poll<br />

10.1 The voting machine is now ready in all respects <strong>for</strong> use <strong>for</strong> actual poll.<br />

10.2. Be<strong>for</strong>e commencing the poll, you should place the balloting unit(s) inside the<br />

voting compartment. As already instructed, the voting compartment should be<br />

located at sufficient distance from your table where the control unit shall be<br />

kept and operated. The interconnecting cable between the balloting unit and<br />

the control unit has a length <strong>of</strong> approximately five metres. There<strong>for</strong>e, the<br />

voting compartment should be reasonably distanced. Also, the cable should<br />

be so routed that it does not obstruct the movement <strong>for</strong> voters inside the<br />

polling station and they have not to tread or trip over it, but the entire length <strong>of</strong><br />

the cable should be visible and under no circumstances be concealed under<br />

the cloth or under the table. While placing the EVM in the Voting<br />

Compartment, it must be ensured without fail that secrecy <strong>of</strong> voting is not<br />

violated.<br />

Method <strong>of</strong> Sealing ECIL MAKE MACHINES with Strip Seal:<br />

In ECIL machine only one green paper seal is used. There<strong>for</strong>e, the loose<br />

ends <strong>of</strong> the same green paper seal protrudes from either ends <strong>of</strong> the outer<br />

door over result section. (In the upgraded model <strong>of</strong> the voting machine also,<br />

whether manufactured by BEL or ECIL only one green paper seal is used.)<br />

Following are the steps to seal ECIL MAKE MACHINES (and also the<br />

upgraded model <strong>of</strong> the voting machine) with strip seal:-<br />

Step 1: First double fold the green paper seal, protruding from the lower portion <strong>of</strong><br />

the outer door <strong>of</strong> the Result Section, in the middle ensuring that the green<br />

side <strong>of</strong> the seal remains outside.
