Segmental Income<br />
• Major Improvements income includes contributions from private developers who make contributions to<br />
highways works by entering into an agreement with the Secretary of State under section 278 (s278) of<br />
the <strong>Highways</strong> Act 1980 <strong>and</strong> also contributions from local authorities.<br />
• Maintaining the Network income is mostly attributable to where the <strong>Agency</strong> claims compensation from<br />
users of the network who damage the network.<br />
• Traffic Management income is generated from the national vehicle recovery programme.<br />
• Running Costs - Admin income is mostly attributable to rent recoveries where the <strong>Agency</strong> sub leases<br />
parts of its office space.<br />
• Other income is primarily interest received from Severn River Crossing Ltd <strong>and</strong> Midl<strong>and</strong><br />
Expressway Ltd (MEL).<br />

Permanent staff are those staff with a permanent employment contract with the <strong>Agency</strong>. Wages <strong>and</strong><br />
salaries includes gross salaries, performance pay or bonuses, overtime, London weighting or London<br />
allowances, recruitment <strong>and</strong> retention allowances, private office allowances, ex-gratia payments <strong>and</strong> any<br />
other taxable allowances or payments as well as costs relating to agency, temporary <strong>and</strong> contract staff<br />
engaged by the <strong>Agency</strong> on a contract to undertake a project or task. The payment of legitimate expenses<br />
is not part of salary.<br />
