4.2. Analysis<br />

Hold meetings with donor organizations (e.g. the World Bank, UNDP, UNICEF, FAO, WFP),<br />

international NGOs (IUCN, WWF, Cheetah Conservation Fund) <strong>and</strong> local NGOs (Namibia<br />

Association of Community-Based Natural Resource Management Support Organizations<br />

(NACSO), Namibia Nature Foundation (NNF), Integrated Rural Development <strong>and</strong> Nature<br />

Conservation (IRDNC), Namibia Community-Based Tourism Association (NACOBTA),<br />

Rossing Foundation, Namibia Water Partnership), relevant government agencies such as the<br />

Ministries of Environment <strong>and</strong> Tourism; Agriculture, Water & Forestry; L<strong>and</strong>s <strong>and</strong> Resettlement;<br />

Fisheries <strong>and</strong> Marine Resources; <strong>and</strong> Trade & Industry, other organizations (University of<br />

Namibia, Southern African Institute for Environmental Assessment), the private sector <strong>and</strong><br />

communities that are knowledgeable about environment, biodiversity <strong>and</strong> tropical forestry<br />

conservation or are implementing noteworthy projects <strong>and</strong> gather information locally.<br />

Conduct at least two priority site visits to the North East <strong>and</strong> South West of the country which<br />

would supplement underst<strong>and</strong>ing of USAID’s programs, or of environment <strong>and</strong> biodiversity<br />

issues that arise in interviews <strong>and</strong> literature or would confirm information in previous<br />

<strong>assessment</strong>s. The site(s) for field visits will be determined by the team prior to the <strong>assessment</strong> in<br />

consultation with USAID.<br />

Ecotourism development presents interesting <strong>opportunities</strong> within the <strong>environmental</strong> arena,<br />

while also presenting economic growth potential to Namibian communities <strong>and</strong> should be<br />

particularly researched. Namibian tourism is an established industry <strong>and</strong> <strong>opportunities</strong> should be<br />

examined on how to exp<strong>and</strong> the beneficiaries of this industry. In particular, projects which<br />

support community-based ecotourism, such as the MCC <strong>and</strong> NACSO-CESP projects which<br />

support small tourism enterprises like campsites <strong>and</strong> cultural villages should be evaluated <strong>and</strong><br />

visited if possible.<br />

Evaluate how the recommendations of the previous ETOA (2003) <strong>and</strong> the updated FAA<br />

118/119 <strong>assessment</strong> (2005) have been implemented by USAID/Namibia <strong>and</strong> draw the lessons<br />

for the new ETOA <strong>and</strong> FAA 118/119 <strong>assessment</strong>s.<br />

Assess <strong>and</strong> summarize the needs for environment, human welfare, biodiversity <strong>and</strong> tropical<br />

forestry conservation in Namibia based on key <strong>threats</strong> <strong>and</strong> <strong>opportunities</strong> <strong>and</strong> analysis of country,<br />

donor, NGO, private sector <strong>and</strong> community responses to meet these needs.<br />

4.3. Report<br />

Prepare a report on the status of environment, human welfare, biodiversity, tropical forestry <strong>and</strong><br />

conservation efforts in Namibia <strong>and</strong> potential implications for USAID or other donor<br />

programming <strong>and</strong> <strong>environmental</strong> monitoring which shall define the actions necessary for<br />

<strong>environmental</strong> management <strong>and</strong> conservation.<br />

This report will provide details on the <strong>threats</strong> <strong>and</strong> <strong>opportunities</strong> <strong>and</strong> major participants in the<br />

environment, biodiversity <strong>and</strong> forest conservation sectors of Namibia, as well as information on current<br />

U.S. Foreign Assistance <strong>and</strong> USAID programming, with recommendations on actions necessary to<br />

conserve environment, human welfare, forests <strong>and</strong> biodiversity. This document would contribute to<br />

meeting the legal requirements of FAA 118/119. That is why it shall include the following:<br />

The current status of environment, human welfare, biodiversity <strong>and</strong> tropical forests in Namibia<br />

based on current <strong>and</strong> available information. At the environment level, the report will document<br />

the biophysical condition, productivity, abundance, <strong>and</strong> distribution of key natural resources as<br />

well the state of management of those resources, <strong>and</strong> identify <strong>threats</strong> (e.g., degradation, depletion,<br />
