D. Public Education System<br />

Within this appropriation title, three agencies have budgeted $237,927,142 in Federal Grant funds, <strong>the</strong> majority<br />

<strong>of</strong> which represents education grants funded by <strong>the</strong> United States Department <strong>of</strong> Education and administered by<br />

<strong>the</strong> <strong>Office</strong> <strong>of</strong> <strong>the</strong> State Superintendent <strong>of</strong> Education (OSSE). The three agencies report that <strong>the</strong>se awards require<br />

$7,958,530 in grant matches and $147,869,072 in maintenance <strong>of</strong> effort requirements. OSSE allocates most <strong>of</strong><br />

its grant funds to District <strong>of</strong> Columbia Public Schools and District <strong>of</strong> Columbia Public Charter Schools through<br />

<strong>the</strong> intra-District process, with <strong>the</strong> funds ultimately expended by <strong>the</strong> two school systems. The largest grant is <strong>the</strong><br />

Title I Grants to Local Education Agencies (LEAs) to help LEAs and schools improve <strong>the</strong> teaching and learning <strong>of</strong><br />

children failing, or most at-risk <strong>of</strong> failing, to meet challenging State academic standards.<br />
