TOTAL GENERAL FUND TAX REVENUE - FISCAL YEAR 2013<br />

This chapter presents <strong>the</strong> revenue outlook for <strong>the</strong> District <strong>of</strong> Columbia’s General Fund for FY 2012 to FY 2016. The<br />

chapter is divided into five broad sections:<br />

• Economic Outlook: Underlying condition <strong>of</strong> <strong>the</strong> District’s economy with analysis <strong>of</strong> key variables that drive <strong>the</strong><br />

revenue estimate<br />

• Baseline Revenues: Local, dedicated and special purpose revenues before proposals that affect revenues<br />

• Policy Proposals: <strong>Summary</strong> <strong>of</strong> all proposals that have not been incorporated in <strong>the</strong> baseline revenues<br />

• Detailed Tables: Additional tables showing dedicated taxes, non-tax revenue, special purpose revenue and current<br />

tax rates<br />

• Tax Expenditures: Estimates <strong>of</strong> <strong>the</strong> revenue foregone due to tax expenditures<br />

Revenue is derived from both tax and non-tax sources. Non-tax sources consist <strong>of</strong> fees, fines, assessments, and reimbursements,<br />

while tax sources are levies on broad measures <strong>of</strong> citizens’ ability to pay (e.g., income, consumption,<br />

wealth). Some tax revenues are dedicated to special uses and are not available for general budgeting; <strong>the</strong>se are called<br />

dedicated taxes. Similarly, some non-tax sources are dedicated to <strong>the</strong> agency that collects <strong>the</strong> revenues and are known<br />

as special purpose revenues.<br />
