(3) Authority To Increase Spending in Case <strong>of</strong> Increased Revenue Collections -<br />

(A) Authority to Increase Spending - Section 817(a) <strong>of</strong> such Act (sec.<br />

47-369.02(a), D.C. Official Code) is amended--<br />

(i) in <strong>the</strong> matter preceding paragraph (1), by striking `<strong>the</strong> amount<br />

appropriated as District <strong>of</strong> Columbia funds' and inserting <strong>the</strong> following: “<strong>the</strong> amount <strong>of</strong> local funds<br />

under <strong>the</strong> budget for <strong>the</strong> District <strong>of</strong> Columbia”;<br />

(ii) in paragraph (1), by striking “in <strong>the</strong> annual Proposed Budget and<br />

<strong>Financial</strong> Plan submitted to Congress by <strong>the</strong> District <strong>of</strong> Columbia” and inserting <strong>the</strong> following: “in<br />

such budget (or, in <strong>the</strong> case <strong>of</strong> a fiscal year which is a control year, as defined in section 305(4) <strong>of</strong><br />

<strong>the</strong> District <strong>of</strong> Columbia <strong>Financial</strong> Responsibility and Management Assistance Act <strong>of</strong> 1995, in <strong>the</strong><br />

annual Proposed Budget and <strong>Financial</strong> Plan submitted to Congress by <strong>the</strong> District <strong>of</strong> Columbia)”;<br />

and<br />

(iii) in paragraph (2), by striking “in such Proposed Budget and<br />

<strong>Financial</strong> Plan” and inserting “in such budget (or such Proposed Budget and <strong>Financial</strong> Plan)”.<br />

(B) REPORTS TO CONGRESS - Section 817(b)(4) <strong>of</strong> such Act (sec.<br />

47-369.02(b)(4), D.C. Official Code) is amended by striking “<strong>the</strong> Mayor has notified” and<br />

inserting <strong>the</strong> following: “<strong>the</strong> Mayor has notified <strong>the</strong> Committee on Oversight and Government<br />

Reform <strong>of</strong> <strong>the</strong> House <strong>of</strong> Representatives, <strong>the</strong> Committee on Homeland Security and Governmental<br />

Affairs <strong>of</strong> <strong>the</strong> Senate, and”.<br />

(h) Effective date. The amendments made by this section shall apply with respect to fiscal<br />

year 2013 (as described in section 441(a) <strong>of</strong> <strong>the</strong> District <strong>of</strong> Columbia Home Rule Act, as amended<br />

by subsection (a) <strong>of</strong> this section), and each succeeding fiscal year.<br />

SEC. 221. Section 446A(c) <strong>of</strong> <strong>the</strong> District <strong>of</strong> Columbia Home Rule Act, approved<br />

October 16, 2006 (120 Stat. 2020; D.C. Official Code ' 1-204.46a(c)), is amended by striking <strong>the</strong><br />

phrase Afiscal years 2006 through 2007@ and inserting <strong>the</strong> phrase Afiscal year 2006 and each fiscal<br />

year <strong>the</strong>reafter@ in its place.<br />

SEC. 222. The District <strong>of</strong> Columbia Legislative Autonomy Act <strong>of</strong> 2011, H.R. 506, 112 th<br />

Cong., 1 st Sess. (2011), as introduced by Congresswomen Norton, is enacted into law.<br />

SEC. 223. Title IV <strong>of</strong> <strong>the</strong> Board <strong>of</strong> Ethics and Government Accountability Establishment<br />

and Comprehensive Ethics Reform Amendment Act <strong>of</strong> 2011, effective April 27, 2012 (D.C. Law<br />

19-124; 59 DCR 1862), is enacted into law.<br />

SEC. 224. Any interest accumulated on <strong>the</strong> funds that <strong>the</strong> District <strong>of</strong> Columbia received<br />

pursuant to <strong>the</strong> District <strong>of</strong> Columbia Appropriations Act, 2000, approved November 29, 1999 (113<br />

Stat. 1501; Pub. L. No. 106-113), under <strong>the</strong> heading “Federal Payment for <strong>the</strong> Incentives for<br />

Adoption <strong>of</strong> Children” and for <strong>the</strong> establishment <strong>of</strong> a scholarship fund for District <strong>of</strong> Columbia<br />

children without parents due to <strong>the</strong> September 11, 2001 terrorist attack under this same heading,<br />

pursuant to <strong>the</strong> District <strong>of</strong> Columbia Appropriations Act, 2001, approved December 21, 2001 (115<br />

Stat. 923; Pub. L. No. 107-96), shall be available to <strong>the</strong> District <strong>of</strong> Columbia until expended.<br />

SEC. 225. Congressional Review Streamlining.<br />
