with the MoWCSW.<br />

National, District, VDC and Municipality Task Forces<br />

The National Task Force coordinates activities regarding the<br />

trafficking <strong>of</strong> children and women at the national level, and<br />

provides guidelines and decision-making regarding nationallevel<br />

interventions. The National Task Force is mandated,<br />

among other things, to: organise orientation seminars on<br />

trafficking; provide guidelines and directives to the Central and<br />

District Child Welfare Boards and District Task Forces on<br />

addressing trafficking issues; determine procedures for the<br />

rehabilitation <strong>of</strong> repatriated Nepali victims <strong>of</strong> trafficking and<br />

sexual exploitation; finalize plans <strong>of</strong> action related to trafficking;<br />

approve programmes on the issue submitted by government<br />

and NGOs; and coordinate the activities <strong>of</strong> government and<br />

NGOs related to addressing trafficking. 145<br />

District Task Forces, with representatives from government<br />

and NGOs, have been established in 26 districts which have<br />

been identified as trafficking prone by the MoWCSW. District<br />

Task Forces are mandated to, among other things: identify<br />

Village Development Committees (VDCs) that are affected by<br />

trafficking; operate awareness campaigns in trafficking-affected<br />

VDCs in coordination with the District Child Welfare Boards;<br />

and coordinate and monitor the anti-trafficking programmes<br />

<strong>of</strong> government line agencies, NGOs and local elected bodies<br />

at the district level. 146 District Task Forces have conducted<br />

planning workshops to develop district-level plans <strong>of</strong> action<br />

to combat trafficking, as well as supporting awareness campaigns<br />

in the target districts. At the local level, VDC Task Forces and<br />

Municipality Task Forces are mandated to, among other things:<br />

identify trafficking-prone areas; collect and disseminate data<br />

on trafficking; and conduct awareness-raising campaigns to<br />

combat trafficking.<br />

Child Helpline-Nepal<br />

This system is operated by the MoWCSW in partnership with<br />

the CCWB, Nepal Telecom and Child Workers in Nepal<br />

Concerned Center (CWIN), with international support. It<br />

operates a toll-free number for the protection <strong>of</strong> children at<br />

risk, and provides referral to response services, including<br />

rescue, investigation and monitoring, legal aid, medical support,<br />

temporary shelter, and follow-up support for the child and<br />

family, among others.<br />

Ministry <strong>of</strong> Home Affairs (MoHA)<br />

This ministry is responsible for, among else: local administration;<br />

citizenship; migration (passport issuance) and immigration;<br />

control <strong>of</strong> public <strong>of</strong>fences; prison administration; and controlling<br />

the sale and trafficking <strong>of</strong> children and women. 147<br />

Nepal Police<br />

The Nepal Police, which functions under the MoHA, has the<br />

mandate to maintain law and order, viz. reduce incidences <strong>of</strong><br />

crime, protect the life and property <strong>of</strong> citizens, investigate<br />

crime, and apprehend and institute legal proceedings against<br />

<strong>of</strong>fenders. 148 The Nepal Police has implemented the concept<br />

<strong>of</strong> Community Police, and as <strong>of</strong> 2008, had established 179<br />

Community Service Centers in 72 districts. These centers,<br />

among other things, organise public awareness programmes<br />
