Ministry <strong>of</strong> <strong>La</strong>bour and Transport Management<br />
(MoLTM)<br />
This ministry has the mandate to formulate and oversee the<br />
implementation <strong>of</strong> policies to address labour issues, including<br />
child labour, according to national legislation and the National<br />
Master Plan on Child <strong>La</strong>bour (2004-2014), which specifically<br />
addresses children in hazardous and worst forms <strong>of</strong> employment.<br />
The ministry oversees the regulation <strong>of</strong> labour standards in<br />
the workplace in accordance with the Nepal <strong>La</strong>bor Act 1992<br />
and other legislation.<br />
Department <strong>of</strong> Cottage and Small Scale Industries (DoCSSI)<br />
This department under the MoLTM oversees the adherence<br />
to labour regulations <strong>of</strong> small enterprises, including those <strong>of</strong><br />
the entertainment sector. It is responsible for ensuring that<br />
enterprise owners and managers do not employ children in<br />
situations which conflict with national law, and provide safe<br />
and hygienic workplaces, appropriate working hours, salaries,<br />
benefits and other requirements <strong>of</strong> working persons in<br />
accordance with Nepal law and regulation.<br />
Ministry <strong>of</strong> Health and Populations (MoHP)<br />
The Department <strong>of</strong> Health, under the MoHP, is responsible<br />
for overseeing the National Centre for AIDS and STD Control<br />
(NASC), which directs the implementation <strong>of</strong> the National<br />
AIDS Prevention and Control Programme. The programme<br />
includes community sensitization, peer education/IEC, STI<br />
services, VCT services and condom distribution/social marketing,<br />
with specific targetting <strong>of</strong> high-risk groups, including sex workers.<br />

Ministry <strong>of</strong> Education and Sports (MoES)<br />
This ministry is key to the prevention <strong>of</strong> trafficking as it<br />
supports the implementation <strong>of</strong> educational and skill<br />
development programmes targetted at vulnerable and<br />
marginalized groups, including girl children, adolescents and<br />
women. The MoES is mandated to conduct the planning,<br />
management and delivery <strong>of</strong> educational services throughout<br />
the country, and is implementing the national policy <strong>of</strong> free<br />
and compulsory education for all.<br />
Ministry <strong>of</strong> Local Development (MoLD)<br />
MoLD assists local government bodies, including District<br />
Development Committees (DDCs), VDCs and Municipalities,<br />
to implement development plans and projects, including<br />
activities to address social concerns, as per the Local<br />
Governance Act. These plans and projects incorporate activities<br />
to address social concerns, including trafficking. The<br />
Chairpersons <strong>of</strong> the DDCs and VDCs, and the Mayors <strong>of</strong><br />
Municipalities are directly engaged in trafficking prevention<br />
and response in their roles as Chairpersons <strong>of</strong> District, VDC<br />
and Municipality Task Forces respectively. Through<br />
administration <strong>of</strong> the government’s Poverty Alleviation Fund,<br />
the MoLD also plays a key role in prevention <strong>of</strong> trafficking<br />
through the reduction <strong>of</strong> poverty among women and<br />
marginalized groups. The Poverty Alleviation Fund supports<br />
income-generation programmes, social mobilization and<br />
capacity-building <strong>of</strong> local community-based organisations,<br />
among other things, at the community level.
