for the 21 st Century<br />

Upon implementation <strong>of</strong> the new model, Australia would still be one <strong>of</strong> the most<br />

egalitarian <strong>of</strong> the world’s Federations. The inequalities in incomes across <strong>State</strong>s are<br />

smaller in Australia before payments to the <strong>State</strong>s are considered. In addition, the new<br />

model would probably provide for proportionately larger net transfers across the <strong>State</strong>s<br />

than in Canada, Germany or the United <strong>State</strong>s. The smaller and poorer <strong>State</strong>s are likely<br />

to continue to perform more strongly relative to the national average than in other<br />

Federations. There was no expectation at the time <strong>of</strong> Federation that Queensland and<br />

Western Australia would be the strongest economic performers <strong>of</strong> the 20th century. The<br />

new arrangements would strengthen the chances that the current recipient <strong>State</strong>s would<br />

be among the strong performers <strong>of</strong> the 21st century. That would be a good outcome for<br />

all Australians.<br />
