Issuing Bodies
The Secondary School Certificate and Higher Secondary
Certificate are issued by the 26 external examination
bodies, who are all members of the Inter Board Committee
of Chairmen (IBCC). These include:
• the Federal Board of Intermediate and Secondary
Education
• provincial Boards of Intermediate and Secondary
Education (BISE)
• boards of Technical Education
• Armed Forces Board

an updated list of its members.
Students must pass external examinations on completion of
secondary school (Grade 10) to receive the Secondary School
Certificate or Matriculation Certificate and on completion
of higher secondary school (Grade 12) to receive the Higher
Secondary Certificate or Intermediate Certificate.
