Comments: In Oct last year BP issued the sec<strong>on</strong>d draft of the D<strong>on</strong> decommissi<strong>on</strong>ing<br />
programme for c<strong>on</strong>sultati<strong>on</strong>. It proposes removing the subsea installati<strong>on</strong>s including the<br />
manifold and spoolpieces, leaving the pipelines and umbilicals in situ except where secti<strong>on</strong>s<br />
protrude above the seabed, and leaving the drill cuttings pile in situ. The indicative schedule<br />
sees well aband<strong>on</strong>ment taking place between mid 2010 and end 2011 and removal operati<strong>on</strong>s<br />
and clean-up during 2011. Formal cessati<strong>on</strong> of producti<strong>on</strong> was approved by the DTI in Jan<br />
2005. The first draft of the decommissi<strong>on</strong>ing plan was submitted in July 2008.<br />

Comments: Producti<strong>on</strong> of Fife and the satellite Fergus and Flora fields through Bluewater’s<br />
Uisge Gorm FPSO ceased in May 2008. Angus, which is tied back to the FPSO via Flora, had<br />
already been shut down since 2006. The final cargo offload took place in June 2008, subsea<br />
and process equipment was flushed and the FPSO left the field in Sept. In Oct 2008 Technip<br />
support rig Orelia removed some flexible risers and umbilicals. In Nov-Dec 2009 Acergy<br />
subsea c<strong>on</strong>structi<strong>on</strong> vessel Acergy Eagle removed some subsea items. The remaining scope<br />
will be combined with that for Ivanhoe/Rob Roy where producti<strong>on</strong> ceased in Mar 2009 – but no<br />
time-frame has been set for the work. Hess has taken ownership of the flowlines, umbilicals<br />
and risers which previously bel<strong>on</strong>ged to Bluewater. While preparing a decommissi<strong>on</strong>ing plan,<br />
Hess will leave the wells suspended for about three years in case another company sees value<br />
in redeveloping the fields. Premier says it is performing c<strong>on</strong>ceptual studies into redevelopment<br />
– Hess is not participating in these. If no-<strong>on</strong>e takes up the opportunity, the wells will be plugged<br />
and aband<strong>on</strong>ed. The final decommissi<strong>on</strong>ing plan will not be submitted until the possibility of<br />
redevelopment has been c<strong>on</strong>sidered, Hess has said.<br />
