Comments: Despite tax advantages offered in the budget, Statoil is sticking to its decisi<strong>on</strong> to<br />
postp<strong>on</strong>e development of Bressay by a year – it aims to seek sancti<strong>on</strong> in mid 2011. Earliest<br />
start-up is 2015. In the interim the project has not been shelved but slowed. C<strong>on</strong>cept selecti<strong>on</strong><br />
is due to be made in Q3 with FEED getting under way late this year. <strong>Development</strong> will require<br />
capital spending of $1.8 bn <strong>on</strong> facilities and $1.4 bn <strong>on</strong> drilling. In 2008 StatoilHydro performed<br />
a two-week producti<strong>on</strong> test programme <strong>on</strong> the heavy-oil field – according to Xcite, which<br />
exchanged data with StatoilHydro <strong>on</strong> the Bentley and Bressay fields, the operator<br />
subsequently c<strong>on</strong>cluded that the field was commercial. The well-test was part of a work<br />
programme which also includes seismic and sub-surface surveys. <strong>Development</strong> is expected to<br />
call for a fixed platform and offshore loading. Bressay could serve as a hub gathering<br />
producti<strong>on</strong> from neighbouring heavy-oil fields.<br />

Comments: In late Feb Nexen spudded appraisal well 15/23d-15 to test the northern<br />
extensi<strong>on</strong> of the Bugle discovery. The well, which is being drilled by semisub GSF Arctic IV, is<br />
located <strong>on</strong> the border with 15/23c, and the two licence groups are sharing the cost. According<br />
to partner Premier, if the well is successful, development approval for a subsea tieback to Scott<br />
will be targeted for end-year. Bugle lies about 25 km from Scott and Black Horse, another<br />
discovery which could be developed jointly with it, about 12 km in the same directi<strong>on</strong>. Nexen is<br />
operator of the Bugle and Black Horse licences and of Scott, while Premier is a partner in all<br />
three licences. The 15/23c licence group is led by Nipp<strong>on</strong>.<br />
