Urban Redevelopment<br />

<strong>Flood</strong>pla<strong>in</strong>s and waterfronts often co<strong>in</strong>cide with areas that are dilapidated or <strong>in</strong><br />

need of renewal or redevelopment. As warehouses and waterfront bus<strong>in</strong>esses close<br />

or repetitive flood<strong>in</strong>g eats away at homes, build<strong>in</strong>gs deteriorate and are<br />

abandoned. It has been said that the floodpla<strong>in</strong> of <strong>to</strong>day is the slum of the future.<br />

Many communities have city departments and neighborhood organizations<br />

dedicated <strong>to</strong> prevent<strong>in</strong>g or revers<strong>in</strong>g this trend. Other organizations address<br />

community beautification. They mobilize volunteers <strong>to</strong> clean up, plant flowers,<br />

moni<strong>to</strong>r property ma<strong>in</strong>tenance, and otherwise improve the appearance of the<br />

community. They often give awards for well-kept yards or improved build<strong>in</strong>g<br />

ma<strong>in</strong>tenance.<br />

Opportunities<br />

The follow<strong>in</strong>g are examples of ways <strong>in</strong> which people concerned with<br />

redevelopment of blighted areas, urban renewal, and beautification could comb<strong>in</strong>e<br />

their efforts with flood loss reduction measures discussed <strong>in</strong> Chapter 3:<br />

Plann<strong>in</strong>g and zon<strong>in</strong>g−Land use plans and zon<strong>in</strong>g regulations can redirect<br />

development, for example, allow<strong>in</strong>g a vacant warehouse district <strong>to</strong> be<br />

converted <strong>to</strong> a multi-family hous<strong>in</strong>g area that reserves the high hazard<br />

waterfront for open space for the new residents.<br />

Development regulations and dra<strong>in</strong>age system ma<strong>in</strong>tenance−People<br />

concerned with property ma<strong>in</strong>tenance and dump<strong>in</strong>g can help moni<strong>to</strong>r<br />

compliance with floodpla<strong>in</strong>, construction, and dump<strong>in</strong>g regulations as well.<br />

Relocation and acquisition−Clear<strong>in</strong>g away dilapidated build<strong>in</strong>gs directly<br />

supports both urban renewal and flood protection.<br />

<strong>Flood</strong>proof<strong>in</strong>g−Elevat<strong>in</strong>g or otherwise floodproof<strong>in</strong>g build<strong>in</strong>gs can<br />

prevent their cont<strong>in</strong>ued deterioration. Often the same fund<strong>in</strong>g program can<br />

support both redevelopment and flood protection if floodproof<strong>in</strong>g is<br />

considered part of br<strong>in</strong>g<strong>in</strong>g a build<strong>in</strong>g up <strong>to</strong> a safe and sanitary condition.<br />

Community programs−Local assistance programs and fund<strong>in</strong>g for<br />

property improvement can also cover <strong>in</strong>surance, floodproof<strong>in</strong>g, and even<br />

relocation costs.<br />
