Runn<strong>in</strong>g the committee<br />

A committee needs a chairperson. If the committee is created by the local<br />

government or another organization, the creat<strong>in</strong>g body will probably select the<br />

chair. A self-appo<strong>in</strong>ted committee can elect its own chair.<br />

The leader should be chosen for his or her ability <strong>to</strong> get<br />

people <strong>to</strong> work <strong>to</strong>gether and get th<strong>in</strong>gs done.<br />

The committee probably will need subcommittees so<br />

participants can spend more time on details that do not need<br />

<strong>to</strong> be discussed dur<strong>in</strong>g the meet<strong>in</strong>gs of the ma<strong>in</strong> committee.<br />

Usually the chair is given the power <strong>to</strong> name subcommittees<br />

and appo<strong>in</strong>t their members. Determ<strong>in</strong><strong>in</strong>g who has a vote<br />

usually is not necessary, because most issues are decided by<br />

consensus.<br />

Schedule meet<strong>in</strong>gs <strong>to</strong> <strong>in</strong>clude as many people as<br />

often as possible. One key threat <strong>to</strong> the process is that it<br />

starts <strong>to</strong> drag and become bor<strong>in</strong>g. N<strong>in</strong>e months of monthly<br />

meet<strong>in</strong>gs with noth<strong>in</strong>g <strong>to</strong> show but a draft piece of paper can<br />

discourage many committee members. Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />

momentum throughout the process is important.<br />

emergency operations centers, res<strong>to</strong>red wetlands, and similar sites <strong>to</strong> give<br />

participants a first-hand view of how the flood loss reduction measures work.<br />

Such field trips often change skeptical m<strong>in</strong>ds.<br />

Involve Other Local People<br />

<strong>Your</strong> flood program will have <strong>to</strong> fit local needs. The only way <strong>to</strong> be sure that it<br />

does is <strong>to</strong> <strong>in</strong>volve other local <strong>in</strong>terest groups so their needs are recognized and<br />

built <strong>in</strong><strong>to</strong> the process and plan. <strong>Multi</strong>-objective management means gett<strong>in</strong>g people<br />

<strong>to</strong> support each other’s programs. If they are not <strong>in</strong>volved <strong>in</strong> your work, other<br />

folks will be compet<strong>in</strong>g with you for scarce resources. They will be try<strong>in</strong>g <strong>to</strong> get<br />

their own s<strong>in</strong>gle-purpose projects funded. It is better for everyone if you become<br />

allies <strong>in</strong> support of mutual objectives.<br />

The plann<strong>in</strong>g process will succeed only if the<br />

right people are <strong>in</strong>volved. Two groups of people are<br />

important: those affected by the issues (see below) and<br />

the technical staff of the agencies and organizations<br />

<strong>in</strong>volved <strong>in</strong> the solutions (see the next section). Those<br />

affected <strong>in</strong>clude:<br />

Owners and renters of flood-prone homes<br />

Homeowner or neighborhood organizations<br />

Managers of flood-prone bus<strong>in</strong>esses, power<br />

stations, schools, etc.<br />

Farmers and others who affect runoff<br />

conditions <strong>in</strong> the watershed<br />
