The CRS encourages local governments <strong>to</strong> start new programs <strong>in</strong> areas<br />

such as public <strong>in</strong>formation, technical assistance <strong>to</strong> property owners, open space<br />

preservation, higher regula<strong>to</strong>ry standards, s<strong>to</strong>rmwater management, acquisition<br />

and relocation, and flood warn<strong>in</strong>g. Their work is moni<strong>to</strong>red by the Federal<br />

Emergency <strong>Management</strong> Agency. If the activity is forgotten or modified, the<br />

agency advises the local officials that the CRS classification is threatened and their<br />

residents’ <strong>in</strong>surance premiums could go up. This usually is sufficient <strong>to</strong> get the<br />

activities go<strong>in</strong>g aga<strong>in</strong>.<br />

Even with full implementation, the plan should be evaluated <strong>in</strong> light of progress<br />
