A budget−The plan should expla<strong>in</strong> how its recommendations will be<br />

f<strong>in</strong>anced. It should note those recommendations (like policies and public<br />

<strong>in</strong>formation activities) that can be implemented as part of a community’s or<br />

organization’s normal operations without special fund<strong>in</strong>g.<br />

Get Public and Official Acceptance<br />

You may see the need for another park, but the neighbors at the proposed site<br />

may object <strong>to</strong> hav<strong>in</strong>g children play<strong>in</strong>g so close <strong>to</strong> their homes. An acquisition<br />

project may threaten <strong>to</strong> dismantle a neighborhood. A plan <strong>to</strong> convert grassy back<br />

yards <strong>in</strong><strong>to</strong> effective but ugly concrete ditches may br<strong>in</strong>g protests by the score.<br />

Gett<strong>in</strong>g public acceptance is vital <strong>to</strong> reduce conflicts and build support for the<br />

plan’s recommendations.<br />

The draft plan should be made available for review by the residents and<br />

bus<strong>in</strong>esses who will be affected, appropriate community departments, <strong>in</strong>terested<br />

organizations, state and federal agencies, and neighbor<strong>in</strong>g communities.<br />

Public meet<strong>in</strong>g<br />

After people have had several weeks <strong>to</strong> digest the plan, a public meet<strong>in</strong>g or<br />

workshop should be held. A public meet<strong>in</strong>g is a requirement for many fund<strong>in</strong>g<br />

programs.<br />

In prepar<strong>in</strong>g for a public meet<strong>in</strong>g, adequate notice of the date, time, and<br />

place must be given, and <strong>in</strong>formation about the plan should be distributed well <strong>in</strong><br />

advance. The best notice is a flyer, brochure, or other announcement with a<br />

summary of the plan delivered <strong>to</strong> all potentially affected parties. The notice should<br />

tell people where they can obta<strong>in</strong> a copy of the draft plan for review before the<br />

meet<strong>in</strong>g.<br />

A public meet<strong>in</strong>g is not the same as a public hear<strong>in</strong>g. State or local laws<br />

usually require a public hear<strong>in</strong>g when a community is consider<strong>in</strong>g adopt<strong>in</strong>g or<br />

amend<strong>in</strong>g a land use plan or zon<strong>in</strong>g ord<strong>in</strong>ance. There are specific legal<br />

requirements for notify<strong>in</strong>g the public and conduct<strong>in</strong>g such a hear<strong>in</strong>g. These legal<br />

requirements need not be met for M-O-M plans <strong>in</strong> most communities, although <strong>to</strong><br />

be certa<strong>in</strong>, you should check with your at<strong>to</strong>rney.<br />

Official acceptance<br />

After the meet<strong>in</strong>g, the plann<strong>in</strong>g committee should make appropriate changes <strong>to</strong> the<br />

plan. To have a real impact, the plan should be adopted by the appropriate<br />

govern<strong>in</strong>g board(s). This may be the city council of the one city affected or it may<br />

be several city, <strong>to</strong>wn, and county boards.<br />

What counts is which governments are needed <strong>to</strong> implement the<br />

recommendations. For example, a plan with recommendations on watershed<br />

management could go <strong>to</strong> the soil and water conservation district for a vote of<br />

adoption or support.<br />

It always helps <strong>to</strong> get support from other entities. If plann<strong>in</strong>g committee<br />

members were selected <strong>to</strong> represent a particular <strong>in</strong>terest or organization, those<br />

organizations should pass a resolution or otherwise officially support the plan.<br />

The city council will probably act more favorably <strong>to</strong>wards a plan that has<br />

written support from the chamber of commerce and neighborhood organizations.<br />
