The Wildcat and San Pablo Creeks flow through Contra<br />

floodpla<strong>in</strong>s were developed <strong>to</strong> house the labor forces that<br />

served the nearby shipbuild<strong>in</strong>g <strong>in</strong>dustry dur<strong>in</strong>g World War<br />

II. Proposed flood control plans <strong>to</strong> modify the creeks’<br />

channels were turned down by the residents and others<br />

because they were <strong>to</strong>o expensive, would destroy riparian<br />

habitat, and had no recreational or other community benefits.<br />

1982 SELECTED PLAN (ORIGINAL)<br />

A coalition was formed <strong>to</strong> prepare alternative plans. The coalition <strong>in</strong>cluded a<br />

neighborhoods coord<strong>in</strong>at<strong>in</strong>g council, environmental groups, and a parks<br />

committee. A consensus plan was developed with support from the county<br />

government and staff support from state and federal conservation and<br />

recreation agencies.<br />

The consensus plan <strong>in</strong>corporated natural channel geometry <strong>in</strong> the same area<br />

that had been reserved for the channel modifications, protection of wetlands<br />

from sediment loads, and res<strong>to</strong>ration of riparian vegetation. A low flow<br />

channel is ma<strong>in</strong>ta<strong>in</strong>ed us<strong>in</strong>g natural features and m<strong>in</strong>imal human <strong>in</strong>tervention.<br />

1986 CONSENSUS PLAN (FINAL)<br />

The channel and its floodpla<strong>in</strong> provide recreational and educational<br />

opportunities with trails and recreation areas. A nature study area was<br />

established at an elementary school that is located along Wildcat Creek.<br />

The plan was promoted as serv<strong>in</strong>g the multiple objectives of flood control,<br />

marsh res<strong>to</strong>ration, educational opportunities, and environmental enhancement.<br />

While the earlier s<strong>in</strong>gle-purpose channel project could not be funded, this plan<br />

was implemented with $2.5 million from the local park district, the U.S. Army<br />

Corps of Eng<strong>in</strong>eers, and three different state agencies. The M-O-M approach<br />

paid off after work<strong>in</strong>g on flood control alternatives had been at an impasse for<br />

29 years.<br />
