Connecticut Birth to Three System<br />

Connecticut Birth to Three System <strong>of</strong>fers a statewide, early <strong>in</strong>tervention<br />

system for <strong>in</strong>fants and toddlers with disabilities and significant developmental<br />

delays. Eligible children from birth to 36 months <strong>of</strong> age (three<br />

years), have access to a range <strong>of</strong> services such as home visits, case coord<strong>in</strong>ation,<br />

BRS is part <strong>of</strong> the Department <strong>of</strong> Social Services (DSS). Address: 25<br />

those wish<strong>in</strong>g to learn more about rehabilitation and behavioral health <strong>in</strong><br />

Connecticut Department <strong>of</strong> Mental<br />

Retardation (DMR)<br />

DMR, with the advice <strong>of</strong> the Council on Mental Retardation, is responsible<br />

for statewide plann<strong>in</strong>g, development and adm<strong>in</strong>istration <strong>of</strong> complete,<br />

comprehensive, and <strong>in</strong>tegrated services for persons with mental<br />

retardation and persons medically diagnosed as hav<strong>in</strong>g Prader-Willi Syndrome.<br />

DMR provides services with<strong>in</strong> available appropriations through<br />

a decentralized system <strong>that</strong> relies on private provider agencies with which<br />

the Department contracts. Eligibility and referrals are available through<br />

the regions listed below. Services <strong>in</strong>clude residential placement, day <strong>programs</strong>,<br />

Connecticut Department <strong>of</strong> Social Services<br />

(DSS)<br />

DSS provides <strong>help</strong> for families to f<strong>in</strong>ance the extraord<strong>in</strong>ary expense <strong>of</strong><br />

children with physical disabilities through a Family Support Grant<br />

Program. Adult Services provides home care to eligible <strong>people</strong> with<br />

disabilities. Social workers coord<strong>in</strong>ate plann<strong>in</strong>g and management <strong>of</strong> services<br />

– homemaker, housekeeper, adult companion, day care, and homedelivered<br />

meals – to <strong>help</strong> clients stay <strong>in</strong>dependent <strong>in</strong> the community.<br />

Rehabilitation waivers, Acquired Bra<strong>in</strong> Injury (ABI) Waivers, <strong>of</strong>fer<br />

home and community-based services to <strong>in</strong>dividuals choos<strong>in</strong>g to return<br />

to a community sett<strong>in</strong>g from an <strong>in</strong>stitution. Persons may also be diverted<br />

from enter<strong>in</strong>g an <strong>in</strong>stitutional sett<strong>in</strong>g with the assistance <strong>of</strong> waiver services.<br />

Other home and community-based services waivers, Personal<br />

Care Assistance Medicaid Waivers, serve the purpose <strong>of</strong> pay<strong>in</strong>g for<br />

personal care assistance services under Medicaid. Income/asset eligibility<br />
