Grocery Delivery Service<br />

Adm<strong>in</strong>istered by the Hartford Food System, the Grocery Delivery Service<br />

is for homebound elderly resid<strong>in</strong>g primarily <strong>in</strong> Hartford, West Hartford,<br />

Wethersfield, Bloomfield, and New Brita<strong>in</strong>. Although there is no<br />

delivery fee, there is a $25 m<strong>in</strong>imum order. Deliveries are one day per<br />

week and orders are placed one day <strong>in</strong> advance. Clients pay for groceries<br />

by cash or check upon receipt. There is no <strong>in</strong>come eligibility requirement,<br />

although the service is designed for those who would have difficulty<br />

Hous<strong>in</strong>g<br />

Hous<strong>in</strong>g Education Resource Center (HERC)<br />

HERC provides hous<strong>in</strong>g <strong>in</strong>formation and resources to tenants, landlords,<br />

homeowners, agencies, and others. HERC <strong>programs</strong> <strong>in</strong>clude Landlord/<br />

Tenant Information and Counsel<strong>in</strong>g, which <strong>of</strong>fers sem<strong>in</strong>ars, workshops,<br />

publications and <strong>in</strong>-service tra<strong>in</strong><strong>in</strong>g on specific hous<strong>in</strong>g and landlord/<br />

tenant topics. HERC operates a telephone counsel<strong>in</strong>g l<strong>in</strong>e <strong>that</strong> primarily<br />

addresses tenant/landlord rights and responsibilities, <strong>in</strong> conjunction with<br />

other hous<strong>in</strong>g-related issues. In partnership with Connecticut Department<br />

<strong>of</strong> Social Services (DSS), HERC assists DSS rental subsidy recipients<br />

with their hous<strong>in</strong>g needs. Services focus on prepar<strong>in</strong>g clients for all<br />

phases <strong>of</strong> their hous<strong>in</strong>g search and <strong>help</strong><strong>in</strong>g them to secure hous<strong>in</strong>g <strong>in</strong><br />

lower poverty-impacted areas. Services <strong>in</strong>clude: Tenant Education<br />

Classes; Community Familiarization; Hous<strong>in</strong>g Search Assistance; Literature<br />

and Referrals; Lease and Landlord/Tenant Negotiation Assistance.<br />

Connecticut Department <strong>of</strong> Social Services<br />

(DSS)<br />

Eviction Prevention Program: This program assists low- and moderate-<strong>in</strong>come<br />

residents at risk <strong>of</strong> becom<strong>in</strong>g homeless or los<strong>in</strong>g their homes<br />

due to <strong>in</strong>ability to pay their rent or mortgage. The program also works to<br />

prevent litigation, eviction, or foreclosure through assessment, community-based<br />

mediation, conflict resolution, and the use <strong>of</strong> a rent bank.<br />

Section 8 Hous<strong>in</strong>g Choice Voucher Program: This federally funded<br />

program assists low-<strong>in</strong>come families <strong>in</strong> obta<strong>in</strong><strong>in</strong>g hous<strong>in</strong>g and provides<br />

direct rental subsidies to property owners. These subsidies fill the gap<br />

between what a renter can afford to pay and the rent charged by the<br />

landlord. Hous<strong>in</strong>g subsidized under this program must meet federal m<strong>in</strong>imum<br />

hous<strong>in</strong>g quality standards <strong>of</strong> safety and sanitation. Rental assistance<br />

may be used <strong>in</strong> exist<strong>in</strong>g hous<strong>in</strong>g, newly constructed units, and <strong>in</strong><br />

moderately or substantially rehabilitated units.<br />

Security Deposit Assistance: This program <strong>help</strong>s two groups <strong>of</strong> <strong>in</strong>comeeligible<br />

persons afford to move <strong>in</strong>to rental hous<strong>in</strong>g. The first <strong>in</strong>cludes<br />

*Spanish speak<strong>in</strong>g staff available.<br />

persons who hold a Section 8 voucher or state rent subsidy (RAP, T-<br />

RAP) certificate newly issued while the applicant was on a hous<strong>in</strong>g authority<br />

wait<strong>in</strong>g list. The second <strong>in</strong>cludes homeless <strong>in</strong>dividuals and families.<br />

Qualify<strong>in</strong>g emergency situations <strong>in</strong>clude: homelessness; liv<strong>in</strong>g <strong>in</strong> a<br />

domestic violence shelter, motel or hotel, or temporary residence with<br />

friends or relatives dur<strong>in</strong>g the homeless crisis; eviction; and, release from<br />

a hospital, prison or other <strong>in</strong>stitution. Applicants on public assistance or<br />

those who meet the <strong>in</strong>come limits and other criteria may be eligible for<br />

the equivalent <strong>of</strong> up to two-month’s rent <strong>in</strong> the form <strong>of</strong> a security deposit<br />

guarantee.<br />

State Rental Assistance Program (RAP): This program provides rent<br />

subsidies for low-<strong>in</strong>come households. For families, RAP pays the difference<br />

between the gross rent and 40% <strong>of</strong> adjusted gross monthly <strong>in</strong>come.<br />

For the elderly and disabled, RAP pays the difference between the gross<br />

rent and 30% <strong>of</strong> the adjusted gross monthly <strong>in</strong>come.<br />

Transitionary Rental Assistance Program (T-RAP): This program<br />

provides rental assistance for a maximum <strong>of</strong> one year to families who<br />

are mak<strong>in</strong>g the transition <strong>of</strong>f Temporary Family Assistance (TFA). An<br />

adult family member must have <strong>in</strong>come from employment which exceeds<br />

the TFA payment standard or an adult member <strong>of</strong> the household<br />

who works at least twelve hours per week. A family must not already be<br />

receiv<strong>in</strong>g a rental subsidy and applications must be submitted with<strong>in</strong> six<br />

months <strong>of</strong> leav<strong>in</strong>g TFA.<br />

Home Shar<strong>in</strong>g Programs<br />

The Department <strong>of</strong> Social Services funds three <strong>programs</strong> <strong>that</strong> provide<br />

<strong>in</strong>terested <strong>in</strong>dividuals with an opportunity to “home share.” Home Shar<strong>in</strong>g<br />

is an arrangement between two parties <strong>in</strong> which one shares his or her<br />

home with another <strong>in</strong> exchange for a f<strong>in</strong>ancial contribution to household<br />

expenses, services, companionship, or some comb<strong>in</strong>ation. Home Share<br />

<strong>programs</strong> match s<strong>in</strong>gle adults (at least one must be over age 60) who are<br />

hav<strong>in</strong>g difficulty ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g their homes because <strong>of</strong> f<strong>in</strong>ancial, social,<br />

or physical needs, with other adults who need decent, affordable hous<strong>in</strong>g<br />

and/or do not want to live alone. Staff <strong>of</strong> the Home Share program<br />

<strong>in</strong>terview potential home sharers and home seekers to identify those with<br />

complementary needs. Program participants must provide references and<br />

background <strong>in</strong>formation, which are screened and checked by program<br />

staff. The staff <strong>in</strong>troduces <strong>in</strong>dividuals found to be compatible, <strong>help</strong>s<br />

them develop a home shar<strong>in</strong>g agreement, <strong>of</strong>fers follow-up counsel<strong>in</strong>g if<br />

a match is made, and/or refers persons to other appropriate services when<br />

Tax Relief for Renters<br />

A person rent<strong>in</strong>g a room or an apartment, liv<strong>in</strong>g <strong>in</strong> cooperative hous<strong>in</strong>g<br />

or a mobile home may be eligible for a partial refund <strong>of</strong> rent/utility (exclud<strong>in</strong>g<br />

telephone) bills if renter or spouse is age 65 or over; or is the<br />

widow/widower, age 50 or over, <strong>of</strong> a previously approved applicant; or<br />

if the renter is totally disabled and receiv<strong>in</strong>g benefits under a federal,<br />

state or local retirement or disability plan which conta<strong>in</strong>s requirements<br />
