Adoption and Foster Care<br />

Casey Family Services<br />

Foster care program: Designed for children who, for a variety <strong>of</strong> reasons,<br />

cannot live with their birth parents or extended family <strong>of</strong> orig<strong>in</strong>, or<br />

be adopted. The program recruits, tra<strong>in</strong>s, and supports qualified foster<br />

families to provide a stable family experience for each foster child while<br />

ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g, to the fullest extent possible, a connection with the child’s<br />

birth family. The program seeks to <strong>help</strong> children reach the highest level<br />

<strong>of</strong> permanency.<br />

Post Adoption Program: Provides services to <strong>in</strong>dividuals and families<br />

who have adopted children and need treatment and support to strengthen<br />

and preserve the family. The program <strong>help</strong>s adoptive families understand<br />

the developmental process <strong>of</strong> adoption - <strong>in</strong>clud<strong>in</strong>g issues <strong>of</strong> bond<strong>in</strong>g<br />

and attachment, grief/loss, birth family concerns, transition<strong>in</strong>g from<br />

foster care to adoption, and transracial or transcultural adoptions. The<br />

program provides counsel<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>g, technical assistance, family<br />

strengthen<strong>in</strong>g activities, school advocacy, and groups for adopted children<br />

and parents.<br />

Connecticut Department <strong>of</strong> Children and<br />

Families (DCF)<br />

DCF recruits, tra<strong>in</strong>s, licenses and provides support to foster care families.<br />

DCF provides medical coverage and a monthly reimbursement to<br />

cover the expenses <strong>of</strong> car<strong>in</strong>g for a foster child. DCF provides <strong>in</strong>formation<br />

to prospective adopt<strong>in</strong>g parents and parents consider<strong>in</strong>g releas<strong>in</strong>g a<br />

child for adoption. Children free for adoption are listed with DCF’s Office<br />

<strong>of</strong> Foster and Adoption Services, which <strong>of</strong>fers services to parents<br />

and adult adoptees, <strong>in</strong>clud<strong>in</strong>g search and reunion <strong>in</strong>formation. Support<br />

groups and subsidies are available for parents adopt<strong>in</strong>g children with<br />

Early Childhood Development<br />

Child Care Infol<strong>in</strong>e<br />

Child Care Infol<strong>in</strong>e is a free, statewide resource and referral service staffed<br />

by child care specialists work<strong>in</strong>g with an up-to-date computerized database<br />

<strong>of</strong> licensed family day care homes and day care centers. It <strong>in</strong>forms<br />

parents about child care options and open<strong>in</strong>gs near their home or workplace<br />

and can refer them to additional regional resource agencies. Infol<strong>in</strong>e<br />

Connecticut Department <strong>of</strong> Social Services<br />

Child Care Assistance Program: The Care 4 Kids program provides<br />

child care f<strong>in</strong>ancial assistance to eligible Temporary Family Assistance<br />

(TFA) recipients and low to moderate <strong>in</strong>come work<strong>in</strong>g families to <strong>help</strong><br />

them pay for child care. Care 4 Kids assists families with children up to<br />

age 13 (or 18 if the child has special needs). Care may be provided <strong>in</strong><br />

licensed family day care homes, group day care homes, child day care<br />

centers, the child’s own home, or a relative’s home. Payment is the<br />

lesser <strong>of</strong> the published state rates (determ<strong>in</strong>ed by the age <strong>of</strong> the child,<br />

sett<strong>in</strong>g <strong>of</strong> care, and region <strong>of</strong> the state) and actual cost <strong>of</strong> care. Employed<br />

families may be required to pay a weekly fee <strong>in</strong> addition to the<br />

Child Care Centers: DSS provides fund<strong>in</strong>g and technical assistance to<br />

over 110 child day care centers run by municipalities and nonpr<strong>of</strong>it organizations<br />

support<strong>in</strong>g almost 4,500 children. Families are charged fees<br />

Child Care Tra<strong>in</strong><strong>in</strong>g: DSS provides education and <strong>in</strong>formation to child<br />

care personnel through a quarterly newsletter, All Children Considered,<br />

which is coord<strong>in</strong>ated by the UConn Cooperative Extension System.<br />

Quality enhancement grants are also available to selected Connecticut<br />

School Read<strong>in</strong>ess Councils. DSS funds the education <strong>of</strong> caregivers<br />

School-Age Child Care: DSS provides fund<strong>in</strong>g and technical assistance<br />

to municipalities, Boards <strong>of</strong> Education and nonpr<strong>of</strong>it child care providers<br />

to encourage the use <strong>of</strong> school facilities for school-age child care<br />

Department <strong>of</strong> Education (SDE)<br />

The Department <strong>of</strong> Education provides fund<strong>in</strong>g to support Head Start<br />

and School Read<strong>in</strong>ess preschools. Programs vary <strong>in</strong> length <strong>of</strong> day and<br />

how many months <strong>of</strong> the year they operate. Some are available 10 hours<br />

a day, 5 days a week for 50 weeks. Locations <strong>in</strong>clude community-based,<br />

faith-based, and public school facilities. Some <strong>programs</strong> charge a fee<br />

based on the family size, <strong>in</strong>come and the number <strong>of</strong> hours <strong>in</strong> the program.<br />

Quality standards are def<strong>in</strong>ed through legislation and <strong>programs</strong><br />

must be accredited by the National Association for the Education <strong>of</strong> Young<br />

Children, or approved by the federal Head Start Program, the New England<br />

Association <strong>of</strong> Schools and Colleges for Public Schools, the Independent<br />

Preschool Special Education services are provided to more than 3,022<br />

children throughout the state, <strong>in</strong> public and private schools. Through a<br />

partnership with the State Education Resource Center (SERC) the SDE<br />

provides technical assistance, tra<strong>in</strong><strong>in</strong>g and pr<strong>of</strong>essional development on<br />

serv<strong>in</strong>g young children with disabilities for public school teachers, teachers<br />
