Benefits: The benefit rate varies from person to person and is roughly<br />
50% <strong>of</strong> the <strong>in</strong>dividual’s average gross weekly pay up to the maximum<br />
benefit rate, which, by law, changes periodically. The current maximum<br />
is $465 per week. Claimants may also qualify for an additional allowance<br />
<strong>of</strong> $15 per dependent per week with a maximum <strong>of</strong> five dependents<br />
or 100% <strong>of</strong> the weekly benefit rate. A non-work<strong>in</strong>g spouse may qualify<br />
as a dependent under certa<strong>in</strong> conditions. Benefits are paid for up to 26<br />
weeks (26 times the weekly benefit rate); however, a high unemployment<br />
rate can trigger additional emergency benefits.<br />
Application: Apply<strong>in</strong>g for Unemployment Benefits is now done by telephone<br />

Social Security Old Age, Survivors and<br />
Disability Insurance (OASDI)<br />
Social Security, also called OASDI is a federal program for the retired<br />
and disabled, as well as survivors <strong>of</strong> a deceased wage earner. People<br />
who have worked enough quarters and have paid <strong>in</strong>to the program are<br />
eligible; there are no <strong>in</strong>come or asset requirements. People who are at<br />
least 62 and retired, the disabled at any age, or qualified dependents or<br />
survivors <strong>of</strong> the <strong>in</strong>sured, are eligible for benefits. Individuals can beg<strong>in</strong><br />
collect<strong>in</strong>g full retirement benefits when reach<strong>in</strong>g age 65. For <strong>people</strong> born<br />
1938 and later, the full retirement age will gradually <strong>in</strong>crease to age 67;<br />
these <strong>people</strong> can still collect reduced benefits at age 62.<br />
Survivors’ benefits are paid to a spouse with m<strong>in</strong>or children, a widow or<br />
widower age 60 or older, a widow or widower age 50 or older and disabled,<br />
m<strong>in</strong>or children, or a parent age 62 or older who was dependent on<br />
the wage earner. Disability benefits can be paid to <strong>people</strong> who are unable<br />
to engage <strong>in</strong> substantial ga<strong>in</strong>ful activity or whose disability will<br />
result <strong>in</strong> death.<br />
There are earn<strong>in</strong>gs limitations after which one is not considered retired,<br />
dependent, or disabled. In the year 2006, <strong>people</strong> under 65 years and 4<br />
months can earn $12,480. After earn<strong>in</strong>g <strong>that</strong> amount, the benefit is reduced<br />
$1 for every $2 <strong>of</strong> earn<strong>in</strong>gs above the limit. Legislation <strong>in</strong> 2000<br />
elim<strong>in</strong>ated the annual earn<strong>in</strong>gs limit for <strong>people</strong> who atta<strong>in</strong> full retirement<br />
age (ages 65-67 depend<strong>in</strong>g on the year <strong>of</strong> birth). People who atta<strong>in</strong><br />
full retirement age <strong>in</strong> 2006 (65 years and 4 months) can earn $33,240 up<br />
to the month they atta<strong>in</strong> full retirement age. The benefit is reduced by $1<br />
for each $3 <strong>of</strong> earn<strong>in</strong>gs above <strong>that</strong> limit. People age 70 and older can<br />
earn any amount without a reduction <strong>in</strong> their benefits. For persons collect<strong>in</strong>g<br />
disability benefits, earn<strong>in</strong>gs will affect benefits <strong>in</strong> a different way.<br />

Supplemental Security Income (SSI)<br />
SSI is a federal <strong>in</strong>come ma<strong>in</strong>tenance program for the aged, bl<strong>in</strong>d, and<br />
disabled. Unlike Social Security, SSI has limits on the amount <strong>of</strong> money<br />
and resources a recipient can have. Recipients may receive both Social<br />
Security and SSI, if eligible for both. Flat monthly payments are issued<br />
to participants; the 2006 benefit level is $603 for one person, $904 for a<br />
couple. If the participant lives <strong>in</strong> a household which provides <strong>in</strong>-k<strong>in</strong>d<br />
support e.g. food and/or lodg<strong>in</strong>g, the monthly payment is reduced by<br />
