Income eligibility <strong>in</strong> 2005 was capped at $37,263, but it changes every<br />
year. Workers with children obta<strong>in</strong> the EITC by fil<strong>in</strong>g a 1040 or 1040A<br />
federal <strong>in</strong>come tax return and attach<strong>in</strong>g a Schedule EITC form. Married<br />
workers must file a jo<strong>in</strong>t return. Workers who were not rais<strong>in</strong>g children<br />
dur<strong>in</strong>g the tax year can file any tax form, <strong>in</strong>clud<strong>in</strong>g the 1040EZ; they do<br />
not need to file Schedule EITC. Workers can get more <strong>in</strong>formation about<br />

Individual Development Accounts (IDA)<br />
IDAs are matched sav<strong>in</strong>gs accounts designed to <strong>help</strong> low-<strong>in</strong>come <strong>in</strong>dividuals<br />
and families accumulate funds <strong>that</strong> can be used for one <strong>of</strong> several<br />
allowable assets such as: post secondary education or job tra<strong>in</strong><strong>in</strong>g;<br />
home ownership; small bus<strong>in</strong>ess capitalization; lease deposits on primary<br />
residences; and vehicle purchases for obta<strong>in</strong><strong>in</strong>g or ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />
employment.<br />

Connecticut Department <strong>of</strong> Education<br />
The Bureau <strong>of</strong> Early Childhood/Career and Adult Education provides<br />
fund<strong>in</strong>g to local school districts for mandated adult education <strong>programs</strong>.<br />
Every school district <strong>in</strong> Connecticut has an obligation to provide free<br />
classes for its residents <strong>in</strong>: citizenship preparation; basic skills <strong>in</strong>struction;<br />
English for speakers <strong>of</strong> other languages; and completion <strong>of</strong> high<br />
school through either a diploma program or the General Educational<br />
Development (GED) equivalency. Most local school districts <strong>of</strong>fer a<br />
variety <strong>of</strong> general <strong>in</strong>terest, vocational and recreational courses which<br />
are available to residents, usually with a course fee attached. Many <strong>programs</strong><br />

The Education & Employment Information Center (EEIC) <strong>of</strong> the Department<br />
<strong>of</strong> Higher Education has <strong>in</strong>formation on education <strong>of</strong>fer<strong>in</strong>gs at<br />
all levels: high school; college (Connecticut and nationwide); adult; cont<strong>in</strong>u<strong>in</strong>g<br />
education; and job tra<strong>in</strong><strong>in</strong>g <strong>programs</strong>. The EEIC also has <strong>in</strong>formation<br />
on student f<strong>in</strong>ancial aid, private occupational schools, job descriptions<br />
and list<strong>in</strong>gs <strong>of</strong> career and education counsel<strong>in</strong>g services. Information<br />
specialists <strong>help</strong> teenagers mak<strong>in</strong>g college or career decisions;<br />
unemployed workers explor<strong>in</strong>g job and college options; adults who have<br />
not completed high school; pr<strong>of</strong>essionals mak<strong>in</strong>g career changes; senior<br />
