Property Tax Relief<br />
For additional <strong>in</strong>formation about the <strong>programs</strong> listed below, such as eligibility,<br />
<strong>in</strong>come requirements, deadl<strong>in</strong>es and necessary documents, contact<br />
the local Tax Assessor listed <strong>in</strong> the blue pages <strong>of</strong> the telephone<br />
book.<br />
Homeowner Aid for the Elderly and Disabled: Property tax credits <strong>of</strong><br />
up to $1,250 (if married) or $1,000 (if unmarried) are available. Credits<br />
are based on a graduated <strong>in</strong>come scale. Eligibility is based on age, disability,<br />
residency and <strong>in</strong>come. The widow or widower, age 50 or over, <strong>of</strong><br />
a previously approved applicant may also be eligible. Individuals who<br />
have received State Supplementary Income (SSI), Energy Assistance, or<br />
property tax exemptions may be eligible. Property must have been owned<br />
as <strong>of</strong> October 1 <strong>of</strong> the year prior to the application, and at the time <strong>of</strong><br />
fil<strong>in</strong>g an application. Applications must be filed with the local tax assessor<br />
between February 1 and May 15. To cont<strong>in</strong>ue to receive tax credits,<br />
refil<strong>in</strong>g is necessary every second year as long as <strong>in</strong>come rema<strong>in</strong>s with<strong>in</strong><br />
the program limits.<br />
Property Tax Exemptions for Bl<strong>in</strong>d or Totally Disabled Persons: State<br />
law provides for a $3,000 property tax exemption for persons who are<br />
legally bl<strong>in</strong>d. State law also provides for a $1,000 property tax exemption<br />
for <strong>people</strong> who are receiv<strong>in</strong>g SSA benefits because they are totally<br />
and permanently disabled. Totally disabled <strong>people</strong> who are receiv<strong>in</strong>g<br />
benefits under a federal, state, or local retirement or disability plan which<br />
conta<strong>in</strong>s requirements comparable to those <strong>of</strong> the SSA may also be eligible<br />
for this exemption. Pro<strong>of</strong> <strong>of</strong> bl<strong>in</strong>dness or total disability must be<br />
presented to the assessor prior to October 1 for the exemption to be<br />
granted.<br />
Local Option Exemptions for Bl<strong>in</strong>d or Totally Disabled Persons: Some<br />
towns <strong>in</strong> Connecticut also have <strong>in</strong>come-dependent local option exemptions<br />
for the bl<strong>in</strong>d or totally disabled. An eligible bl<strong>in</strong>d person will be<br />
entitled to an additional exemption <strong>of</strong> $2,000. An eligible permanently<br />
and totally disabled person will be entitled to an additional exemption <strong>of</strong><br />
$1,000. Annual application must be made prior to October 1, with the<br />
assessor <strong>of</strong> the town <strong>of</strong> residence.<br />

Community Action Agencies address the needs <strong>of</strong> low-<strong>in</strong>come <strong>people</strong><br />
by assist<strong>in</strong>g them to obta<strong>in</strong> skills and knowledge necessary for self-sufficiency<br />
and dignity. Agency <strong>programs</strong> <strong>in</strong>clude job tra<strong>in</strong><strong>in</strong>g, education,<br />
child day care, energy assistance and weatherization, hous<strong>in</strong>g, crim<strong>in</strong>al<br />
justice and pretrial <strong>in</strong>tervention, community centers, mental health, food<br />
commodities, homeless services, retired senior volunteer <strong>programs</strong>, senior<br />
centers and nutrition <strong>programs</strong> such as Meals-on-Wheels. Community<br />
Action Agencies strive for the maximum feasible participation <strong>of</strong><br />
the poor <strong>in</strong> plann<strong>in</strong>g, evaluation, implementation and policy-mak<strong>in</strong>g.<br />
