Tien Giang province, September 12-24, <strong>2005</strong>. A total of 79 c<strong>and</strong>idates were trained. The courses<br />
consisted of introduction on interviewing skills <strong>and</strong> fieldwork procedures, detailed editing of<br />
questionnaires, mock interviews among trainees, <strong>and</strong> practice interviews in households outside the<br />
VPAIS sample points.<br />
Testing of c<strong>and</strong>idates at the end of the first week of training directed the selection of 72<br />
c<strong>and</strong>idates (36 men <strong>and</strong> 36 women) to form 12 data collection teams. Each team consisted of 1 male<br />
supervisor, 1 female field editor, 2 female interviewers <strong>and</strong> 2 male interviewers. Supervisors <strong>and</strong> field<br />
editors were trained in methods of editing, procedures for checking data quality, <strong>and</strong> logistics of field<br />
cooperation. In addition, team members assigned to Hai Phong province (12 in total) were trained on<br />
blood collection procedures. Trainers were senior staff from the VPAIS project, assisted by ORC Macro<br />
experts.<br />
1.7 COMMUNITY MOBILIZATION AND FIELDWORK<br />
Prior to the start of fieldwork, the provincial statistical offices were requested to nominate<br />
c<strong>and</strong>idates for VPAIS fieldwork <strong>and</strong> to undertake numerous activities designed to promote awareness of<br />
the survey <strong>and</strong> encourage participation. Letters to thank respondents for their participation <strong>and</strong> brochures<br />
on HIV were distributed to survey participants during the survey fieldwork operation. Respondents in Hai<br />
Phong were also given VCT information.<br />
Provincial statistical offices visited localities of the selected clusters to notify authorities about<br />
the survey. Local authorities were also notified with regard to mapping <strong>and</strong> listing activities conducted<br />
during the time of sample design, <strong>and</strong> again at the commencement of data collection. Advocacy <strong>and</strong><br />
mobilization activities continued throughout the survey period to ensure smooth <strong>and</strong> successful<br />
implementation. The purpose of the survey, its design, implementation, utilization of survey data <strong>and</strong> the<br />
need for community participation were discussed, as well as issues of confidentiality <strong>and</strong> anonymity of<br />
HIV testing.<br />
Twelve teams carried out data collection for the survey. VPAIS staff coordinated <strong>and</strong> supervised<br />
fieldwork activities, assisted by occasional visits of ORC Macro experts. Data collection took place over a<br />
three-month period, September 18 through the end of December <strong>2005</strong>.<br />
1.8 BLOOD SAMPLE COLLECTION IN HAI PHONG AND HIV TESTING<br />
All women <strong>and</strong> men aged 15-49 who were interviewed in Hai Phong province were asked to<br />
voluntarily provide a blood sample for subsequent testing of HIV. The protocol for the blood specimen<br />
collection <strong>and</strong> analysis was developed jointly by all parties to the survey. The protocol allows for the<br />
merging of the test results to the socio-demographic <strong>and</strong> behavioral data collected in the individual<br />
questionnaires, provided that the information that could potentially identify an individual be destroyed<br />
before the linking is effected. This requires that cluster <strong>and</strong> household codes be scrambled in the data file,<br />
while maintaining the integrity of each cluster, <strong>and</strong> that the back page of the Individual Questionnaire that<br />
contains the bar code labels be destroyed before any testing of blood could be performed. This step was<br />
completed at the time of producing the preliminary report, before the NIHE laboratory began any testing<br />
of the blood specimens.<br />
Chapter 9 contains the analysis of the fully linked dataset. However, sample size <strong>and</strong> very low<br />
prevalence result in two few HIV cases to permit detailed analysis of HIV prevalence by background<br />
characteristics. The data do not have sufficient power to show statistically significant differences in<br />
prevalence between sub-populations.<br />
