4.0 Overview of the <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> Sector Performance<br />

4.1 Access <strong>and</strong> Equity<br />

a) Pre­primary <strong>and</strong> primary education<br />

Under the pre­primary <strong>and</strong> primary sub sector, the following were achieved<br />

(i) Payment of UNEB examination fees for 446,508 PLE c<strong>and</strong>idates;<br />

(ii) Payment of Capitation grant for 16,239 pre­service <strong>and</strong>2,000 in­service students in PTCs;<br />

(iii) Distribution of food to 245 primary schools under the World Food Programme(WFP);<br />

The food supplies were key in boosting pupil enrolment <strong>and</strong> retention at all levels;<br />

(iv) Promotion of school gardens through supply of vegetable seeds, fruit <strong>and</strong> timber tree seedlings to<br />

schools under WFP. In addition, ploughed 120 acres of l<strong>and</strong> for 30 schools, 2,800 assorted h<strong>and</strong><br />

tools given out to schools <strong>and</strong> 12,376 tree seedlings distributed in48 selected schools in Amudat,<br />

Napak, Moroto, Nakapiripirit, Kotido, Abim <strong>and</strong> Kaabong;<br />

(v) Facilitating624 children in Laroo School for War Affected Children;<br />

(vi) Construction <strong>and</strong> rehabilitation of primary schools. Under the Emergency Construction <strong>and</strong><br />

Rehabilitation of Primary Schools Project, 38 schools were identified <strong>and</strong> 18of them received funds<br />

for construction, rehabilitation <strong>and</strong> acquiring furniture;<br />

(vii) Licensed 225 primary schools, <strong>and</strong> registered 130 Early Childhood Development Centres; <strong>and</strong>,<br />

(viii) Grant Aided69 Community primary schools countrywide.<br />

b) Secondary <strong>Education</strong><br />

In the secondary sub sector, the following were achieved:<br />

(i) PaidCapitation Grants amounting to 80,210,939,519/=for 718,000 students, 215,400 of them in<br />

private partnership schools (PPPs) <strong>and</strong> 502,600in government secondary schools;<br />

(ii) Extention of USE to cover Upper (‘A’ level) Secondary. The UPOLET program was approved by<br />

Cabinet in 2011 <strong>and</strong> implementation started in 2012 with 701 government schools <strong>and</strong> 251 Public<br />

Private <strong>Part</strong>nership schools;<br />

(iii) Construction of 16 new Seed Secondary Schools in each sub – county <strong>and</strong> hard to reach areas plus<br />

expansion of facilities in the already existing secondary schools;<br />

(iv) Coding <strong>and</strong> Staffingof 10 new Seed Secondary schools by the <strong>Ministry</strong> of Public Service;<strong>and</strong>,<br />

(v) Enhancing Public Private <strong>Part</strong>nership.The sector increased the number of private secondary<br />

schools partnering with government under USE program from 363 schools in 2007 to 743 in 2011.<br />

In the period under review, 144 private secondary schools signed Memor<strong>and</strong>um of Underst<strong>and</strong>ing<br />

(MoU) with government to jointly implement USE.<br />

c) BTVET sub­sector<br />

In the BTVET sub­sector, the followingwere achieved:<br />

(i) Payment of Capitation Grant for Students in BTVET institutions. The sub sector paid UPPET<br />

capitation grant for 11,160 students in Technical Institutes, Farm Schools, <strong>and</strong> Community<br />

Polytechnics, 1,680 students in private institutions, 14,976 non­formal trainees, <strong>and</strong> 2,754 school<br />

leavers;<br />

(ii) Payment of Capitation Grant for 1,103students in 5 Health Training Institutions, 1,750 students in 5<br />

UTCs, 1,600 students in 5 UCCs <strong>and</strong> 11,250 students in Technical Institutions;<br />

(iii) Carried out construction <strong>and</strong> rehabilitation work in BTVET institutions which among others<br />

included; kabira Ts, Kaberamaido, Kaliro, Kalongo, Kamengo, Kyamuhunga, Kabaale TS, Buroora,<br />

Ahmed Seguya Memorial, Amugo Agro <strong>and</strong> Butaleja TS under the Development of BTVET project.<br />
