(d) Constraints/Challenges<br />
(i) Funding to the subsector for 2012/13 was reduced from 68,905,019,000/= which was the<br />
planned amount to 39,296,704,000 of 2011/12 despite increase in enrolments;<br />
(ii) Funding of the three (3) BTVET examination bodies; UNMEB, UBTEB, UAHEB, was<br />
inadequate. UNMEB received 3,300,000,000/= against the planned 6,260,000,000/=; while<br />
UNTEB received 3,489,000,000/= against 9,000,000,000/=; <strong>and</strong> UAHEB received 1,712,000,000<br />
against 3,984,000.000/=;<br />
(iii) Utilities in BTVET institutions are still unfunded despite the fact that these institutions utilize a<br />
lot of power to run machinery.<br />
(iv) Instructional materials are not funded in BTVET institutions save for UPOLET institutions<br />
which received funds amounting to 2,270,000,000/=.<br />
(v) BTVET institutions are poorly equipped.<br />
(vi) Staffing levels are still very low.<br />
(vii) Inadequate office space for BTVET staff at the headquarters.<br />
4.1.4 Higher <strong>Education</strong><br />
Higher education subsector includes all institutions of higher learning that comprise of both private<br />
<strong>and</strong> public universities, <strong>and</strong> other tertiary institutions like the National Teacher Colleges, Business<br />
Schools, Technical Colleges <strong>and</strong> Paramedical Schools.In a bid to increase access to post secondary<br />
education <strong>and</strong> training, government set out to achieve objectives that include: to carry out activities<br />
associated with admissions to other tertiary institutions; solicit for <strong>and</strong> administer scholarships<br />
through central scholarship committee; facilitate <strong>and</strong> promote regional <strong>and</strong> international corporations<br />
in higher education.<br />
Access to postsecondary education has significantly improved hence leading to increased enrolment,<br />
creation of jobs <strong>and</strong> has resulted into more institutions being built. However in order to achieve this, a<br />
number of interventions have been undertaken.<br />
(a) Interventions undertaken during FY 2011/2012<br />
The key interventions undertaken by the subsector to enhance equitable access to higher institutions<br />
of learning are indicated in Box 4.4 below;<br />
Box 4.4 Interventions for Higher <strong>Education</strong> FY 2011/12<br />
(i) Sponsor, support <strong>and</strong> admit students to tertiary institutions<br />
(ii) Support the planning <strong>and</strong> construction process at Muni University.<br />
(iii) Implementation of the district quota system for admission of students to<br />
public universities.<br />
(iv) Provision of scholarships.<br />
(v) License private universities <strong>and</strong> institutions.<br />
