(ii) Gross Enrolment <strong>and</strong> Net Enrolment Ratio<br />
Access to secondary education can be measured by using Gross Enrolment Ratio <strong>and</strong> Net Enrolment<br />
Ratio. Gross Enrolment Ratio refers to the number of students enrolled in secondary regardless of the<br />
age, expressed as a percentage of total secondary school going population.<br />
On the other h<strong>and</strong>, Net Enrollment Ratio refers to the students aged 13 to 18 years who are enrolled in<br />
secondary expressed as a percentage of the total secondary school going population as presented in<br />
the table below;<br />

(iii) Expansion of school network in Secondary <strong>Education</strong><br />
The secondary education subsector has both government <strong>and</strong> private secondary schools. In the<br />
period under review there were 1,007 Government Secondary Schools while the number of Private<br />
Secondary Schools was 1,524 according to the 2012 Annual School Census (ASC) statistical returns.<br />
Despite the big number of Private Secondary Schools, many of them are still underresourced as<br />
evidenced by the proportion of students which st<strong>and</strong>s at 51%. Figure 4.1shows the percentage share of<br />
secondary schools by ownership;<br />

(iv) Universal Secondary <strong>Education</strong> Provision by Ownership<br />
In financial year 2010/11, the total number of schools under the Universal Secondary <strong>Education</strong><br />
program was 1,647 out of which 904 were government <strong>and</strong> 743 private. In the FY 2011/12, the number<br />
of USE schools increased to 1,919 out of which 1,024 were government <strong>and</strong> 879 private.<br />
