1.1 INTRODUCTION<br />
ESSAPR FY 2011/12 to inform the 19 th ESSR – OCTOBER 2012<br />

CHAPTER1<br />
This is the Ninth (9 th ) <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> Sector Annual Performance Report (ESAPR), published<br />
annually as a requirement by MoES since October 2004. The report highlights<br />
progress/achievements <strong>and</strong> challenges in the <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> Sector during FY 2011/12.<br />
1.2 PURPOSE OF THE REPORT<br />
Overall, the ESSAPR fulfills MoES’s requirement to provide feedback to stakeholders over its<br />
performance during the period under review. Specifically, ESSAPR is intended to: <br />
(i) Inform the October 2012 <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> Sector Review on the status of<br />
implementation of <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> programmes <strong>and</strong> also provide basis for<br />
stakeholder’s participation <strong>and</strong> decision making during the review process;<br />
(ii) Render accountability for sector performance during FY 2011/12; <strong>and</strong>,<br />
(iii) Review the performance of FY 2011/12 <strong>and</strong> identify strategic operational areas for<br />
consideration in implementing budgetary provisions for FY 2012/13.<br />
1.3 STRUCTURE OF THE REPORT<br />
This report is structured into five sections, an Executive summary <strong>and</strong> Annexes:<br />
(i) Chapter 1:provides background information on the 9 th ESSAPR itself as well as the 19 th<br />
<strong>Education</strong> <strong>and</strong> <strong>Sports</strong> Sector Review process;<br />
(ii) Chapter 2:is devoted to an overview of the current policy <strong>and</strong> institutional framework of<br />
the <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> Sector;<br />
(iii) Chapter 3:presents an overview of FY 2011/12 budget performance <strong>and</strong> outturn;<br />
(iv) Chapter 4: gives the overall sector performance during the period under review. This<br />
comprises of important initiatives undertaken, main achievements made <strong>and</strong> challenges<br />
encountered from a subsectoral perspective. It also outlines sector performance on long<br />
term targets particularly <strong>Education</strong> for All (EFA) <strong>and</strong> MDGs. Sector performance on<br />
key s cross cutting issues are presented in the section as well ;<br />
(v) Chapter 5: summarizes the appraisal of sector performance against JAF III targets; <strong>and</strong>,<br />
(vi) Annexes:provide cross referencing details for the report. <strong>Of</strong> particular significance is<br />
the district League Table that provides a rankordered district performance on three key<br />
indicators of Net Intake Rate, Completion Rate <strong>and</strong> Primary Leaving Examination<br />
Performance Index during the period under review.
