Box4.5. Interventions under taken by pre­ primary <strong>and</strong> primary to enhance quality<br />

(i) Monitoring & support supervision;<br />

(ii) Primary teacher development(PTCs) ;<br />

(iii) Procurement of instructional materials;<br />

(iv) Implementation of policies, laws, guidelines, plans <strong>and</strong> strategies ; <strong>and</strong>,<br />

(v) Curriculum development <strong>and</strong> implementation.<br />

(b) Progress <strong>and</strong> Main Achievements<br />

Basing on the available resources, the sub sector endeavored to prioritize <strong>and</strong> implement a number of<br />

interventions generated in a bid to enhance quality in preprimary <strong>and</strong> primary education. The<br />

progress was recorded as follows;<br />

(i) Monitoring <strong>and</strong> support Supervision<br />

As one of the strategies to improve the quality of primary education, the sub sector facilitated internal<br />

travels to carry out monitoring <strong>and</strong> support supervision in 60 pre ­ primary schools <strong>and</strong>976 primary<br />

schools.Issues which were monitored included; UPE, ECD; status of primary schools; assessment of<br />

community schools seeking grant aiding; girls’ education, sanitation <strong>and</strong> hygiene; School<br />

Management Committees; delivery <strong>and</strong> usage of instructional materials; status of Laroo School of war<br />

affected children; project coordination <strong>and</strong> management; Child friendly Basic education, WFP<br />

Karamoja, <strong>and</strong> emergency construction of primary schools.<br />

(ii) Primary teacher development<br />

In order to develop the primary school teacher, the sub sector under took CPDs for 220,327 primary<br />

teachers by CCTs; Conducted training in pedagogical leadership of 267 head teachers, 23 deputy<br />

Principals­ outreach, <strong>and</strong> 78 CCTs; Conducted one performance review for 150 principals <strong>and</strong> their<br />

deputies, <strong>and</strong> Conducted PTE practicum for 16,239 students<br />

(iii) Procurement of instructional materials<br />

The sub sector procured <strong>and</strong> delivered SNE instructional materials (1000 cartons of braille paper, 250<br />

braille kits, 140 wheel chairs, <strong>and</strong> 300 sign language dictionaries) <strong>and</strong> procured sets of modules 1 & 2;<br />

5000 <strong>and</strong> 16500 copies respectively for training Non formal education teachers.<br />

Pre­qualification of P.5 ­ P.7 was delegated to NCDC <strong>and</strong> resources amounting to Ug.Sh.2.5 billion<br />

were released <strong>and</strong> advanced.<br />

Payment of 2 nd installment to supplies of P.3 <strong>and</strong> P.4 rolled over contracts was made;<strong>and</strong>,<br />

Contracts have been signed with publishers for supply of Local language instructional materials for<br />

P.2 <strong>and</strong> P.4<br />

(iv) Implementation of Policies, laws, guidelines, plans <strong>and</strong> strategies<br />

The sub sector under took formulation of policy guidelines on teenage pregnancies <strong>and</strong> to this effect;<br />

ESSAPR FY 2011/12 to inform the 19 th ESSR – OCTOBER 2012<br />
