(v) USE Enrolment<br />
Implementation of Universal Secondary <strong>Education</strong> which started in 2007 with a total of 161,396<br />
eligible students in senior one of which 92,388 were males <strong>and</strong> 69,008 were females. Since then, the<br />
program has been exp<strong>and</strong>ing. In the FY year 2011/12, the pioneers sat their Ug<strong>and</strong>a Certificate of<br />
<strong>Education</strong> as shown in Table 4.11.<br />

The USE enrolment has been gradually increasing from 600,328 in 2010 to 689,541 in 2011, to 751,867<br />
for the period under review. 45% of the students enrolled in 2011 were female, <strong>and</strong> this enrolment has<br />
increased to 45.7% in 2012.<br />
(vi) Stock of Classrooms in Secondary Schools<br />
At the inception of the USE programme in 2007, the total classroom stock stood at 8,390. This resulted<br />
into congestion in up to 331 Secondary schools. The number of over congested schools increased to759<br />
in 2008 with student classroom ratios as high as 80:1. The sector, with support from various<strong>Education</strong><br />
Development <strong>Part</strong>ners, embarked on a robust programme of classroom construction, targeting over<br />
enrolled schools.Under the World Bank Supported UPPET (APL1) Project, classrooms <strong>and</strong> other<br />
pedagogical infrastructure have been provided to 659 Secondary Schools (Phase 1 & 2), this has<br />
increased classroom space to 12,438. With support from ADB, six (6) seed secondary schools <strong>and</strong> six<br />
(6) traditional secondary schools have been exp<strong>and</strong>ed.<br />
The provision of additional classrooms has not only enhanced the access to Secondary education but<br />
has further improved the quality of teaching <strong>and</strong> learning by reducing congestion in classrooms.<br />
However, the dem<strong>and</strong> for more classrooms continues to rise especially with the introduction of the<br />
UPOLET programme.<br />
