The main challenges encountered during the implementation of these civil works include among<br />

others;<br />

Sites in hard to reach areas do not attract bidders, hence the need for re advertisements which<br />

slows down progress;<br />

High Inflation levels affected the progress of the civil works due to increase in prices for fuel,<br />

local <strong>and</strong> manufacturing materials;<br />

The long bureaucratic procurement process required by PPDA coupled with the need for the<br />

Solicitor General to approve works of Ugx 50m <strong>and</strong> above leads to late commencement of work;<br />

Funds for Presidential Pledges are disbursed along with those of SFG on a quarterly basis. In<br />

most cases these works are awarded at the end of the financial year after the budgetary<br />

allocation has accumulated;<br />

The Indicative planning figures communicated by <strong>Ministry</strong> of <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> (MoES),<br />

<strong>Ministry</strong> of Finance, Planning <strong>and</strong> Economic Development (MoFPED), <strong>and</strong> <strong>Of</strong>fice of the Prime<br />

Minister (OPM) <strong>and</strong> in the Output Budgeting Tool (OBT) in most cases do not tally. This leaves<br />

confusion in Local Governments as to which exact figure to use while planning;<br />

Whereas the Local Governments were instructed to submit separate work plans for SFG normal,<br />

Lined Pit Latrines, Construction of teachers’ houses in hard­to­reach areas <strong>and</strong> SFG/ PRDP,<br />

some have continued to combine their workplans making it difficult to attach the outputs for the<br />

different programmes;<br />

Some Local Governments under SFG/PRDP have continued to plan for works/facilities outside<br />

those recommended. For example, in Agago, Manafwa <strong>and</strong> Bududa, part of their funds were<br />

used to construct the District Administration blocks, DEO’s office <strong>and</strong> purchase of a Pickup<br />

respectively. While for Kole District they purchased 2 Laptops, 1 desk computer, 1 Photocopier<br />

<strong>and</strong> 1 Honda diesel. Our field officers (Engineering Assistants) neither supervise these works<br />

nor certify them for payment as they are side­lined by the districts;<br />

During the monitoring exercises carried out by the centre, it has been identified that some<br />

contractors especially in the Local Governments benefiting both under SFG Normal <strong>and</strong><br />

SFG/PRDP programme are overwhelmed by the number of contracts won within the same<br />

period which are beyond their capacity. They get contracts not only in the <strong>Education</strong> sector, but<br />

cut across all other sectors. As a result; some works are delayed as they cross over to different<br />

sites in a bid to balance up;<br />

In some areas, sites are ab<strong>and</strong>oned by contractors, yet they cannot be terminated due to the long<br />

procedure of termination of a contract hence affecting the progress of work;<br />

The continuous annual budget cuts experienced by Local Governments on their ceilings is a<br />

challenge as activities are rolled over to the following year <strong>and</strong> moreover with the same contract<br />

prices notwithst<strong>and</strong>ing the inflation effect. This leaves some sites being ab<strong>and</strong>oned <strong>and</strong> left<br />

incomplete;<br />

During the rainy seasons some sites in some districts become inaccessible until the dry season is<br />

on; <strong>and</strong>,<br />

With the use of lined pit latrines, a strategy for the processes of emptying these pit latrines<br />

should be put in place by the <strong>Ministry</strong>.<br />

(ix) Licensing <strong>and</strong> Registering of private primary schools<br />

During the period under review, 225 <strong>and</strong> 130 Early Childhood Development Centres <strong>and</strong> primary<br />

schools were licensed <strong>and</strong> registered respectively in an effort to increase access.<br />
