(b) Secondary <strong>Education</strong><br />

In Secondary <strong>Education</strong> Sub­sector, the following were achieved:­<br />

(i) Approved the Boards of Governors of 442 government <strong>and</strong> private secondary schools.<br />

(ii) Sensitized stakeholders on the provisions of the <strong>Education</strong> Act (2008).<br />

(iii) Monitored <strong>and</strong> provided support supervision.<br />

(iv) Direct remittance of funds to USE Schools.<br />

(v) Trained a total of 2,412 Science <strong>and</strong> Mathematics teachers under SESEMAT.<br />

(vi) Trained school construction committees in 442 USE schools;<br />

(vii) Conducted the USE/UPPET /UPOLET headcount exercise<br />

(viii) Implemented the Double Shift programme<br />

(ix) Monitored accountability for USE Funds<br />

(x) Conducted Management Training for Headteachers <strong>and</strong> BOGs including financial management.<br />

(xi) Retooled secondary school head teachers <strong>and</strong> teachers in ICT skills.<br />

(xii) Trained school construction management committees.<br />

(c) BTVET Sub­sector<br />

In BTVET Sub­sector, the main following were achieved:­<br />

(i) Monitored <strong>and</strong> supervised institutions’ compliance to set st<strong>and</strong>ards in 40 institutions, as well as<br />

construction works for three BTVET institutions of Mulago Paramedical School, Lira School of<br />

Comprehensive Nursing; <strong>and</strong>, Kigumba Cooperative College;<br />

(ii) Conducted Curriculum Reviews;<br />

(iii) Popularized the BTVET Act 2008; <strong>and</strong>,<br />

(iv) Conducted occupational assessment for BTVET Instructors.<br />

(d) Higher <strong>Education</strong><br />

In Higher Sub­sector, the following were achieved:­<br />

(i) Initiated ADB V Project focusing on Higher <strong>Education</strong> Science <strong>and</strong> Technology (HEST) Project in<br />

five public universities due to be implemented with effect from FY2013/14. Broadly, the objective<br />

of the HEST project is to develop the effective delivery of science <strong>and</strong> technology­oriented skills<br />

to increase economic competitiveness <strong>and</strong> sustain growth; <strong>and</strong>,<br />

(ii) Ensured that internship <strong>and</strong> field attachments were undertaken by all Public Universities.<br />

4.4 International Commitments on <strong>Education</strong><br />

4.4.1 Progress on Implementation of Millennium Development Goals<br />

(a) Status <strong>and</strong> trends for goal 2: Achieve Universal Primary <strong>Education</strong><br />

(i) NER fell from 97.5%(male 97.1%; female 97.9%) in 2011 to 95.5% (male 95.1%; female 95.9%) in<br />

2012;<br />

(ii) In 2012, the survival (retention) rate was 59% (male 58%; female 60%). Results show that more<br />

females successfully survive to grade five as compared to males. However, the target of 100%<br />

survival (retention) rate to grade five is not likely to be met by 2015 given the current gap of 41<br />

percent (male 42%; female 40%)<br />

(iii) The primary completion rate has increased by 3% from 64% (65% male; 63% female) in 2011 to<br />

67% (68% male; 66% female) in 2012.<br />

(b) Status <strong>and</strong> trends for Goal 3: Promote gender equality in education<br />

ESSAPR FY 2011/12 to inform the 19 th ESSR – OCTOBER 2012<br />
