A total of 1,772 classrooms, 18 Administration blocks, 165 multipurpose science blocks, 29 teachers’<br />
houses, 61 libraries, <strong>and</strong> 705 VIP latrines are under construction in 313 schools that have been cleared<br />
by the Solicitor General to award contracts.<br />
(iv) Licensing <strong>and</strong> registering of private schools.<br />
With guidelines for licensing <strong>and</strong> registration in place, the subsector continued registering <strong>and</strong><br />
licensing of private schools. In the period under review, 114 Private schools were licensed, as<br />
compared to 112 that were licensed in 2011 while, 206 Private schools were registered showing an<br />
increase from 92 in 2011.<br />
(v) Grant aiding of Community Secondary schools<br />
During the period under review, a total of 10 new seed secondary schools were coded <strong>and</strong> provided<br />
with staff by <strong>Ministry</strong> of Public Service.<br />
(vi) Enhancement of the Public Private <strong>Part</strong>nership<br />
The sector has increased the number of private secondary schools partnering with government under<br />
USE program from 343 schools in 2007 to 743 in 2011. In the period under review, 135 private<br />
secondary schools signed the Memor<strong>and</strong>um of Underst<strong>and</strong>ing with government <strong>and</strong> entered into<br />
partnership with government to implement USE.<br />
(vii) Construction of seed secondary schools<br />
During the period under review, the sub sector under took construction of four (4) seed secondary<br />
schools. These included; Lagoro Seed Secondary School in Kitgum district, Nalusala Seed Secondary<br />
School in Sironko district, Lukabwori Seed Secondary School in Mayuge district, <strong>and</strong> Mpunge Seed<br />
Secondary School in Mukono district.<br />
(c)Results/outcomes<br />
(i) Increased School Enrolment<br />
In the period under review, the <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> sector has undertaken a number of<br />
interventions in an effort to improve access to secondary education through: the construction of Seed<br />
schools; paying USE capitation grants; <strong>and</strong>,expansion of facilities in existing secondary schools. The<br />
above interventions among others have resulted into increased enrolment. See table 4.8.<br />
