The <strong>Department</strong> <strong>of</strong> <strong>Children</strong>, <strong>Youth</strong> and <strong>Families</strong> - System Enhancement<br />

The <strong>Department</strong> <strong>of</strong> <strong>Children</strong>, <strong>Youth</strong> and <strong>Families</strong> represents an integrated System <strong>of</strong> Care comprised <strong>of</strong> Child Welfare, <strong>Children</strong>’s<br />

Behavioral Health and Juvenile Corrections. The <strong>Department</strong>’s five goals for the System <strong>of</strong> Care Capacity Development are<br />

broad, but inclusive <strong>of</strong> the <strong>Department</strong> as a whole, interconnecting with each <strong>of</strong> the distinct operating divisions. The Divisions<br />

function both separately and together to provide a full array <strong>of</strong> services and programs to meet the needs <strong>of</strong> children, youth and<br />

families.<br />

The performance measures themselves are tailored to the specific operations within the department, as part <strong>of</strong> the department’s<br />

overall goals to improve the system capacity.<br />

Performance Measures and Outcomes - Recommendation 2: DCYF must develop and implement a work plan that is geared to<br />

measure: (a) progress in continuum <strong>of</strong> care development and (b) the effectiveness <strong>of</strong> the interventions ascribed to the system.<br />

The information gathered must also be distributed for public accountability and to identify problems and make adjustments to<br />

improve system design.<br />
