CHAPTER 7: IMPLEMENTATION<br />
H. Implement Coordinated <strong>Children</strong>’s Services System Regulations:<br />
i. Operationalize pilot project;<br />
ii.<br />
Evaluate project, with ongoing feedback from family members, and<br />
use information to inform Lead Agency procurement process and<br />
guide the CMT process.<br />
I. DCYF to establish and implement agreements with the Family Court, <strong>RI</strong>DE,<br />
DHS, DOH and MHRH<br />
J. Redesign DCYF Organizational Structure:<br />
i. Restructure DCYF Central Office to support new regional structure;<br />
ii.<br />
iii.<br />
Establish DCYF Regional structure, staffing patterns, and regional<br />
budgets;<br />
Establish DCYF Regional Directors with regional budget authority,<br />
reporting requirements.<br />
K. Establish Workforce Development focus:<br />
i. Develop curricula for pre-service and in-service training . Such<br />
curricula must include training on family centered practice, cultural<br />
competency and gender specific programming;<br />
ii.<br />
Support training for public and private provider staff with emphasis<br />
on best case management and clinical practices, family centered<br />
practice, cultural competency and gender specific programming;<br />
L. DCYF to review substance abuse system with MHRH and determine how to<br />
move collaboratively forward;<br />
M. Issue first annual system <strong>of</strong> care progress report, ensuring that family<br />
members and other key stakeholders have adequate input into the report<br />
compilation process.<br />
YEAR 2<br />
A. Implement changes to DCYF Regional Structure.<br />
B. Expand DCYF Planning, Analysis and Evaluation capacity:<br />
i. Review and utilization <strong>of</strong> reports used for baseline;<br />
ii.<br />
Enhance and integrate DCYF and provider MIS systems as necessary.<br />
C. Expand DCYF Workforce Development responsibilities:<br />
i. Charge Child Welfare Training Institute to develop provider fiscal,<br />
management, and clinical skills;<br />
ii.<br />
Establish on-going required and recommended pre-service and inservice<br />
training. This must include training in regard to family<br />
centered practice, cultural competency and gender specific<br />
